TOTH is seeking a Civil Engineer Supervisor/Manager to join our Civil Engineering Department. This position provides leadership and oversight for civil engineering projects, staff, and departmental operations. The Civil Engineer Supervisor/Manager is responsible for managing project execution, supporting business development efforts, mentoring and developing team members, and ensuring projects are completed safely, efficiently, and in accordance with company quality standards.

The ideal candidate will possess strong technical expertise, demonstrated project management experience, and the ability to effectively lead and develop engineering staff. This position serves as a resource for project teams while helping drive department growth, client satisfaction, and operational excellence.

Essential Duties and Responsibilities:

Leadership & Staff Management

  • Supervise, mentor, and develop engineering and technical staff.
  • Provide regular coaching, performance feedback, and professional development support.
  • Assist with employee performance evaluations, goal setting, training, and career development planning.
  • Coordinate staffing assignments and balance workloads across project teams.
  • Foster collaboration, accountability, and a positive team culture.
  • Support recruiting, interviewing, hiring, and onboarding activities.
  • Promote compliance with company policies, procedures, and quality standards.

Project Management & Technical Leadership

  • Manage multiple civil engineering projects from planning and design through construction administration.
  • Lead project delivery, including scope development, budgeting, scheduling, resource allocation, and quality control.
  • Provide technical oversight and review of engineering calculations, plans, specifications, reports, and construction documents.

  • Bachelor's Degree in Civil Engineering from an accredited university.
  • 7-14 years of progressive civil engineering experience.
  • Professional Engineer (PE) license preferred; PE strongly preferred and may be required based on business needs.
  • Demonstrated experience managing civil engineering projects from concept through construction.
  • Prior experience leading, mentoring, or supervising technical staff.
  • Experience within an engineering consulting environment preferred.
  • Knowledge of local, state, and federal permitting and regulatory processes.
  • Proficiency with AutoCAD Civil 3D and common civil engineering design software.
  • Strong understanding of project budgeting, scheduling, and financial management.
  • Proven ability to manage multiple projects and priorities simultaneously.
  • Excellent communication, leadership, organizational, and interpersonal skills.
  • Strong problem-solving, decision-making, and conflict-resolution abilities.
  • Ability to build and maintain effective client relationships.
  • Demonstrated commitment to teamwork, employee development, and customer service.
