Position Summary
Graham Associates seeks a Civil Engineer - Project Engineer IV / V to lead and execute mid- to large-scale civil engineering design and delivery. This role requires a highly motivated, technically proficient engineer with a strong track record in civil design, project leadership, and client communication, working across both public and private sector infrastructure and land development projects.
This position is ideal for candidates with significant civil engineering experience, including drainage design, roadway and transportation systems, public utilities, grading and site development, regulatory permitting, and construction administration.
Key Responsibilities
Project Leadership & Technical Delivery
  • Lead civil engineering design from concept through construction, including grading, drainage, water and wastewater systems, stormwater management, and public infrastructure improvements.
  • Develop deliverables including engineering analyses, calculations, construction plans, specifications, cost estimates, and technical reports.
  • Provide technical oversight and mentorship for junior and mid-level engineering staff.

Project Management & Coordination
  • Serve as primary point of contact for clients, regulatory agencies, contractors, and internal interdisciplinary teams.
  • Manage project schedules, budgets, contract scopes, and deliverable quality to meet client expectations.
  • Coordinate multi-disciplinary design activities, including surveying, hydraulics/hydrology, transportation, and utility coordination.

Client & Stakeholder Engagement
  • Present engineering solutions to clients and stakeholders, resolving technical queries and driving project alignment.
  • Support business development initiatives including proposal preparation, scope development, and client presentations.

Regulatory & Quality Compliance
  • Ensure designs meet all applicable local, state, and federal codes, standards, and permitting requirements.
  • Implement quality control processes for engineering documentation and recommendations.

Qualifications
Required
  • Bachelor of Science in Civil Engineering (B.S.C.E.) from an ABET-accredited institution.
  • Professional Engineer (P.E.) license in Texas (or ability to obtain through reciprocity).
  • 8+ years of progressive civil engineering experience (Project Engineer IV) or 12+ years (Project Engineer V).
  • Demonstrated experience in complex civil/site development and public infrastructure projects.
  • Proficiency in Civil 3D, HEC-RAS/HEC-HMS, Bluebeam, and related engineering software.

Preferred
  • Strong technical writing and verbal communication skills.
  • Proven leadership and project management experience.
  • Previous experience in public sector permitting and consulting engineering firms.

Compensation & Benefits
Target Base Salary (5% above market):
  • Project Engineer IV: $130,000 - $150,000 annually
  • Project Engineer V: $150,000 - $175,000+ annually
