We are seeking an experienced Civil Engineer to support the 17th Civil Engineer Squadron at Goodfellow Air Force Base in San Angelo, Texas. This is a full-time, on-site position supporting federal facilities, infrastructure, construction, and sustainment projects. The Civil Engineer will provide technical engineering support for Facility Sustainment, Restoration and Modernization (FSRM), Military Construction (MILCON), Defense Economic Adjustment Assistance Grant (DEAAG), Non-Appropriated Fund (NAF), and related civil engineering programs.

What You’ll Be Doing

  • Provide civil engineering support for roads, utilities, water systems, sanitary sewer systems, drainage, and other public works infrastructure.
  • Review engineering designs, drawings, specifications, cost estimates, schedules, and technical documentation.
  • Evaluate project requirements and identify engineering, constructability, cost, schedule, quality, and performance risks.
  • Support the planning, design, execution, and closeout of construction, renovation, repair, and infrastructure sustainment projects.
  • Conduct site visits and field inspections to verify construction progress, quality, safety, and compliance with approved plans and specifications.
  • Review contractor submittals, requests for information, proposed changes, and technical deliverables.
  • Assist with construction cost control, independent cost estimates, project tracking, and validation of contractor progress.
  • Perform quality assurance and quality control reviews of engineering and construction documentation.
  • Coordinate with Government personnel, contractors, architects, engineers, inspectors, facility users, and other project stakeholders.
  • Document inspection findings, deficiencies, corrective actions, project risks, and recommended resolutions.
  • Support project meetings, design reviews, technical discussions, and contractor coordination activities.
  • Provide recommendations that support informed Government decisions and successful project execution.
  • Manage assigned responsibilities independently with minimal Government oversight.

Required Qualifications

  • Bachelor’s degree in Civil Engineering from an accredited college or university.
  • Current Engineer-in-Training (EIT) certification or successful completion of the Fundamentals of Engineering examination.
  • Relevant experience supporting civil engineering, construction, facilities, public works, or infrastructure projects.
  • Experience with roads, utilities, water distribution, sewer systems, drainage, site development, or related infrastructure.
  • Experience reviewing engineering drawings, specifications, cost estimates, schedules, and contractor documentation.
  • Knowledge of construction inspection, quality control, cost control, risk assessment, and project documentation.
  • Ability to identify technical deficiencies and develop practical recommendations for resolution.
  • Strong written and verbal communication skills.
  • Strong organizational skills and attention to detail.
  • Proficiency with Microsoft Office applications.
  • Ability to work full time on-site at Goodfellow Air Force Base.
  • Ability to meet all installation access and federal contract eligibility requirements.

Preferred Qualifications

  • Current Professional Engineer license.
  • Experience supporting the Department of Defense, Department of the Air Force, or another federal agency.
  • Experience supporting projects at a military installation.
  • Experience with FSRM, MILCON, DEAAG, or NAF-funded projects.
  • Familiarity with federal construction standards, Unified Facilities Criteria, and Government project documentation.
  • Experience coordinating multidisciplinary architecture, engineering, and construction projects.
  • Experience conducting facility assessments, site inspections, design reviews, and construction surveillance.
