Staff Engineer
JOB TITLE: Staff Engineer
CLASSIFICATION: Exempt
DEPARTMENT: Engineering
SUPERVISOR: Engineering Manager
SALARY: $71,718 to $107,575 Annually
GENERAL JOB DESCRIPTION
To perform the technical review of plans, reports, and specifications; to design and administer engineering projects; respond to citizen concerns; to provide complex and administrative support to the Engineering Department.
PRIMARY DUTIES AND RESPONSIBILITIES
  • Act as project manager responsible for all aspects of City projects relating to design and construction, including preparation of plans, specifications, cost estimates, contract documents, service procurement, quality control, budgeting and coordinating efforts. Review engineering and planning documents, reports, and construction plans for development and City projects, including plats, site plans, and right-of-way vacation requests and construction plans to assure compliance with City standards and ordinances.
  • Conduct research on State laws and City Code Administrative procedures; represent the department and the City of Cheyenne to other departments, divisions, and the public; make presentations and perform surveys and data reduction; aid developers and engineers in reviewing project recommendations.
  • Attend and participate in professional group meetings for staff and project coordination; stay abreast of new trends and innovations in the field of civil engineering.
  • Respond to and resolve difficult and sensitive citizen inquiries and complaints.

SECONDARY DUTIES AND RESPONSIBILITIES
  • Prepare revisions and update existing standards and policies.
  • Perform related duties and responsibilities as required.

KNOWLEDGE, SKILLS, AND ABILITIES
  • Knowledgeable in the fields of street and roadway construction which includes concrete (pavement, curb/gutter, and sidewalks), asphalt pavement, storm sewer, sanitary sewer, and water utility construction, etc.
  • Operations, services, and activities of a city engineering program.
  • Principles of civil engineering.
  • GIS computer systems.
  • Construction administration and management for public works projects.
  • Principles of highway and multimodal design.
  • Principles of traffic operations and design.
  • Principles and practices of hydrology and hydraulics.
  • Properties and appearance of engineering materials, including soil, aggregates, concrete, and asphalt.
  • Plan, organize, direct, and coordinate the work of staff.
  • Read and interpret working drawings, technical reports, calculations, and special studies.
  • Identify and respond to community and City Council issues, concerns, and needs.
  • Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
  • Research, analyze, and evaluate new service delivery methods and techniques.
  • Interpret and apply Federal, State, and local policies, laws, and regulations.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective working relationships with those contacted in the course of work.

QUALIFICATIONS FOR THE JOB
Required:
Bachelor's degree from an accredited college or university in engineering, construction management or a related field.
Minimum of four (4) years of experience in civil engineering.
Preferred:
Engineer in Training (EIT) Certification in the State of Wyoming or ability to obtain within six months of date of hire.

Maintain mental capacity which allows the capability of making sound decisions demonstrating intellectual capabilities.
