Job description

General Purpose Typical hiring salary for this position ranges from $35.55 to $39.11 per hour, depending on experience. GENERAL PURPOSE Performs a variety of professional, technical, and complex engineering duties in the planning, design, construction, and maintenance of City infrastructure. Serves as a project manager or project lead for engineering projects and performs administrative and technical functions in support of the City's engineering and public works programs

SUPERVISION RECEIVED Works under the general supervision of the City Engineer. SUPERVISION EXERCISED May provide direct or general supervision to assigned staff, consultants, interns, and contract engineering personnel. Examples of Duties Organizes, manages, and administers a variety of engineering functions, including the research, surveying, design, permitting, and construction inspection of site and subdivision development projects.

Provides highly responsible technical and professional assistance to the City Engineer and Community Development staff. Coordinates projects related to all aspects of Public Works, including research, data analysis, report writing, and presentations. Serves as project manager for assigned capital improvement projects; coordinates with contractors and consultants; keeps the Director and City Engineer informed of project costs, budgets, schedules, and related issues; conducts project observations; identifies compliance issues; and negotiates or directs appropriate corrective actions.

Oversees the issuance of a variety of City permits. Reviews engineering plans submitted for private development and provides recommendations based on applicable City standards and ordinances. Responds to public inquiries and concerns.

Administers escrow and bond agreements for private development projects and authorizes the release of funds as public improvements are completed. Meets with developers, engineers, contractors, and property owners to discuss City requirements for proposed development projects. Participates in field reviews of current and proposed construction projects and resolves engineering and construction issues as appropriate.

Reviews and approves site grading plans, encroachment permits, transportation overload permits, and construction plans. Maintains current knowledge of developments, regulations, technologies, and best practices in civil engineering through professional organizations, continuing education, and industry resources. Prepares engineering reviews, reports, and cost estimates for proposed projects and developments.

Assists in developing and updating master plans for City utility systems. Performs complex engineering calculations and technical analyses. Conducts field inspections to ensure compliance with Public Works and Engineering standards, specifications, and ordinances.

Prepares reports, projections, and evaluations and provides technical information and recommendations to the City Council, boards, committees, and staff as assigned. Assists with project management and scheduling activities. Monitors project progress to ensure compliance with approved plans, standards, regulations, ordinances, budgets, and schedules.

Performs periodic inspections to verify compliance with material specifications, construction standards, and quality requirements. Manages, with assistance from other staff, the City's Municipal Separate Storm Sewer System (MS4) permit program. Coordinates stormwater compliance activities with City departments and regulatory agencies.

Develops and maintains programs and procedures to ensure permit compliance, identify, track, investigate, and eliminate illicit discharges, prepares the annual MS4 report for the State, and assists with development of the Stormwater Master Plan and Capital Facilities Plan. Inspects storm drain outfalls, drainage basins, and related infrastructure as required by the MS4 permit and develops recommendations and corrective action plans as needed. Develops, maintains, and administers the City's Geographic Information System (GIS).

Administers ESRI ArcGIS software, databases, servers, and related applications to track, maintain, and analyze utility infrastructure data. Trains staff in GIS data collection, maintenance, and use. Utilizes surveying, inspection, and measurement equipment, including GPS rovers, data collectors, unmanned aerial systems (drones), and associated software, while maintaining all required certifications, licenses, and software necessary to perform assigned duties.

Minimum Qualifications Education and Experience: Bachelor's or Master's degree from an ABET-accredited college or university in Civil Engineering or a closely related engineering discipline; AND Four (4) years of progressively responsible professional civil engineering experience. Special Qualifications: Must possess and maintain a valid Utah Driver License, or obtain one within the time required by Utah law following hire, and maintain an acceptable driving record in accordance with the City's Motor Vehicle Policy. Must obtain Registered Stormwater Inspector (RSI) certification within six (6) months of hire.

Must possess a Professional Engineer (PE) license in the State of Utah, or obtain Utah licensure within twelve (12) months of hire. Drinking Water Operator Certification is preferred. Additional Qualifications/Information Knowledge, Skills, and Abilities: Knowledge of civil engineering principles, practices, methods, and standards; construction methods and materials common to public works projects; engineering software applications, including CAD, GIS, and utility modeling; engineering equipment, surveying instruments, and drafting tools; building, engineering, planning and zoning codes, standards, and regulations; traffic signalization systems; and political, legal, and governmental processes affecting municipal engineering projects.

Skill in project management, engineering analysis, plan review, report preparation, cost estimating, and the operation of engineering software and technical equipment. Ability to interpret and apply applicable laws, regulations, and engineering standards; analyze complex engineering issues and develop practical solutions; manage multiple projects and competing priorities; communicate effectively both verbally and in writing; and establish and maintain effective working relationships with elected officials, contractors, consultants, developers, regulatory agencies, City staff, and the public. Work Environment: Work is performed in both office and field settings.

Duties require a variety of physical activities, including sitting, standing, walking, bending, stooping, reaching, climbing, and occasional lifting and carrying of equipment. The position requires periodic field work with exposure to varying weather conditions, uneven terrain, traffic, construction sites, heights, noise, dust, and other conditions associated with public works and engineering operations. Periodic local travel is required in the performance of assigned duties.
