Job description


onsemi is seeking a Civil Engineer at our EFK Hopewell Junction, New York site. As a Civil Engineer - Facilities Engineering, you are responsible for the engineering, reliability, improvement, and execution of civil and structural infrastructure supporting a complex industrial/manufacturing facility.
This position provides technical ownership and engineering support for site infrastructure including buildings, foundations, structural systems, roads and pavements, stormwater and drainage systems, underground utilities, site development, and other civil assets.
The Civil Engineer will develop and execute capital and maintenance projects, assess infrastructure condition and risk, develop engineering solutions, manage contractors and engineering consultants, and ensure work is completed safely, reliably, and in accordance with applicable codes, standards, environmental requirements, and site specifications.
The position works closely with Facilities Engineering, Central Utility Plant (CUP) Operations, Maintenance, EHS, Manufacturing, Construction, Procurement, external engineering firms, and contractors.
Responsibilities
Key Responsibilities
Civil & Structural Engineering
• Serve as the site's technical subject matter resource for civil and structural infrastructure.
• Provide engineering support for buildings, structural steel, concrete structures, foundations, equipment pads, retaining walls, platforms, stairs, handrails, and other structural systems.
• Evaluate existing structures and infrastructure for deterioration, damage, capacity, and remaining useful life.
• Review structural calculations, drawings, specifications, and engineering reports prepared by consultants.
• Support structural modifications associated with installation or replacement of manufacturing and facilities equipment.
• Develop repair and rehabilitation strategies for aging infrastructure.
• Investigate civil and structural failures and recommend corrective and preventive actions.
Site Infrastructure
Provide engineering ownership and support for site infrastructure including:
• Roads and internal site traffic areas
• Parking lots and pavement systems
• Sidewalks, curbs, and pedestrian infrastructure
• Stormwater collection and drainage systems
• Catch basins, culverts, and drainage structures
• Site grading and erosion control
• Underground utilities
• Utility trenches and underground structures
• Building foundations and equipment foundations
• Retaining walls
• Roof drainage interfaces
• Site fencing and barriers
• Loading docks and exterior structures
Identify infrastructure deficiencies and develop short- and long-term remediation plans.
Capital Projects & Construction
• Develop and execute civil and structural capital improvement projects from concept through commissioning and project closeout.
• Develop project scopes, engineering requirements, cost estimates, schedules, and technical specifications.
• Prepare or coordinate Requests for Proposal (RFPs) and technical bid packages.
• Evaluate contractor and engineering consultant proposals.
• Perform technical bid evaluations and provide recommendations for contractor selection.
• Manage engineering consultants, contractors, and construction activities.
• Review construction drawings, shop drawings, RFIs, submittals, and change requests.
• Perform field inspections to verify construction quality and conformance to design requirements.
• Coordinate construction activities around operating manufacturing and utility systems.
• Support project commissioning, punch-list completion, turnover documentation, and as-built drawings.
Facilities Reliability & Asset Management
• Develop condition assessments for critical civil and structural assets.
• Establish inspection frequencies and preventive maintenance strategies based on asset condition, criticality, and risk.
• Identify infrastructure risks that could impact personnel safety, manufacturing operations, utilities, or business continuity.
• Support development of multi-year infrastructure capital plans.
• Develop asset renewal and replacement strategies based on condition, risk, lifecycle cost, and business impact.
• Support implementation and optimization of civil infrastructure assets within the site's CMMS/SAP PM system.
• Develop scopes for preventive, predictive, and corrective maintenance activities.
• Support root cause investigations related to civil and structural infrastructure failures.
Stormwater & Environmental Infrastructure
• Provide engineering support for stormwater management and site drainage systems.
• Evaluate drainage capacity, flooding risks, erosion, and water-management issues.
• Support inspection and maintenance programs for stormwater infrastructure.
• Coordinate with EHS on environmental compliance requirements related to civil infrastructure.
• Support implementation of corrective actions resulting from environmental or regulatory inspections.
Codes, Standards & Compliance
Ensure civil and structural projects comply with applicable requirements, including:
• International Building Code (IBC)
• Applicable New York State and local building requirements
• OSHA requirements
• ADA accessibility requirements
• Applicable ASCE standards
• ACI concrete standards
• AISC structural steel standards
• ASTM standards
• NFPA requirements where applicable
• Environmental and stormwater regulations
• Company engineering specifications and construction standards
Coordinate with local authorities, permitting agencies, engineering consultants, and inspectors as required.
Technical Documentation
• Develop and maintain engineering specifications and civil/structural design standards.
• Maintain accurate site drawings and infrastructure documentation.
• Review and update civil utility drawings and site plans.
• Ensure projects provide accurate record drawings and as-built documentation.
• Support development and maintenance of underground utility maps.
• Maintain engineering calculations, inspection reports, assessments, and project documentation.
Safety
• Ensure projects and engineering solutions incorporate safe design principles.
• Participate in project risk assessments and constructability reviews.
• Identify structural or civil conditions that could create personnel or operational risks.
• Support contractor safety expectations and field execution requirements.
• Participate in incident investigations where civil or structural conditions may have contributed to the event.
Qualifications
Qualifications
• Bachelor's degree in civil engineering or related engineering discipline from an accredited institution.
• 5+ years of civil engineering experience, preferably supporting industrial, manufacturing, semiconductor, pharmaceutical, data center, utility, or other complex facilities.
• Experience with civil infrastructure and/or structural engineering projects.
• Experience developing engineering scopes, specifications, drawings, and construction packages.
• Experience managing engineering consultants and construction contractors.
• Working knowledge of applicable building codes and civil/structural engineering standards.
• Ability to interpret civil, structural, architectural, and utility drawings.
• Strong field troubleshooting and problem-solving capabilities.
• Ability to manage multiple projects and priorities within an operating facility.
Preferred Qualifications
• Professional Engineer (PE) license or Engineer-in-Training (EIT) certification.
• Experience working in semiconductor or other high-tech manufacturing facilities.
• Experience with Central Utility Plant and industrial utility infrastructure.
• Experience with structural assessment and rehabilitation of existing facilities.
• Experience with stormwater management and underground utility systems.
• Experience with AutoCAD, Civil 3D, or similar engineering/design software.
• Experience with SAP PM or another Computerized Maintenance Management System (CMMS).
• Experience developing infrastructure condition assessments and multi-year capital plans.
• Familiarity with BIM and electronic drawing/document management systems.
