City Traffic Engineer Jobs (NOW HIRING)

GENERAL DESCRIPTION
The Senior Transportation/Traffic Engineer is a senior-level professional engineering position responsible for planning, managing, and implementing the City's Transportation Program, including long-range Transportation Planning, the Capital Improvement Program (CIP), and daily Traffic Operations and Maintenance. This position serves as the City's primary technical authority for roadway operations, traffic control systems, multimodal mobility, and transportation safety, providing strategic guidance to City leadership, elected officials, and the public. The role includes technical leadership and administrative oversight for infrastructure planning and operations, acting as a liaison between the City, consultants, regulatory agencies, contractors, and the community to ensure safe, compliant, and sustainable systems. This position requires advanced knowledge of transportation and traffic engineering principles, stormwater hydrology and hydraulics, and infrastructure systems, as well as strong leadership and project management skills including budgeting, scheduling, team oversight, and contract administration, and a commitment to providing excellent customer service to the community. Work is performed under the general direction of the Public Works Director / City Engineer and is carried out with significant independent judgment and initiative.
ESSENTIAL JOB FUNCTIONS

The essential duties and responsibilities of the Senior Transportation/Traffic Engineer are:
Transportation Planning and Capital Improvement Program (CIP)

• Leads the development, update, and implementation of the City's Transportation Master Plan, roadway network plans, and multimodal transportation strategies.
• Develops, prioritizes, and manages the Transportation Capital Improvement Program (CIP), including project scoping, cost estimating, scheduling, and funding strategies.
• Oversees the planning and delivery of roadway widening, reconstruction, intersection improvements, pedestrian and bicycle facilities, and traffic signal projects.
• Coordinates transportation planning with land development, growth management, and concurrency requirements.
• Prepares technical memoranda, staff reports, and recommendations for City Council, boards, and committees.

Traffic Operations & Maintenance Program

• Manages the City's traffic operations and maintenance program, including traffic signals, signage, pavement markings, school zones, and traffic calming measures.
• Oversees the operation, maintenance, and optimization of traffic signal systems, including signal timing, coordination, and detection technologies.
• Directs traffic studies, capacity analyses, safety studies, and operational evaluations to address congestion, safety concerns, and citizen requests.
• Establishes standards, procedures, and performance metrics for traffic operations and maintenance activities.
• Responds to traffic emergencies, incidents, and special event traffic management needs.

Engineering Design Review and Technical Oversight

• Reviews and approves transportation and traffic engineering plans, studies, and reports prepared by consultants or developers.
• Serves as Engineer of Record (EOR) or provides technical oversight for transportation projects, as assigned.
• Ensures compliance with applicable standards, including FDOT, MUTCD, AASHTO, ITE, and local design criteria.
• Evaluates traffic impact studies and recommends mitigation measures associated with development projects.
• Provides expert technical input on access management, driveway permitting, and right-of-way utilization.

Interdepartmental and External Coordination

• Coordinates with FDOT, Metropolitan Planning Organizations (MPOs), counties, municipalities, and transit agencies on regional transportation initiatives.
• Represents the City at public meetings, workshops, and technical committees.
• Responds to citizen inquiries and concerns related to traffic safety, congestion, and road operations.
• Provides expert testimony and technical support in public hearings or legal proceedings, as required.

Budgeting, Grants and Program Funding

• Prepares and manages operating and capital budgets related to transportation and traffic operations.
• Identifies, pursues, and administers transportation grants and funding opportunities.
• Manages professional services and construction contracts, including consultant selection, scope development, invoicing, and performance monitoring.
• Reviews and approves pay applications, change orders, and project close-out documentation.

Staff Supervision and Program Management

• Supervises and mentors Traffic Operations Specialists and Technicians, including performance evaluations, training, and professional development.
• Assigns work, establishes priorities, and ensures efficient use of staff and resources.
• Develops annual work programs, budgets, and staffing plans for transportation and traffic operations functions.
• Promotes a culture of safety, accountability, and continuous improvement within the team.

KNOWLEDGE, SKILLS & ABILITIES
The Senior Transportation/Traffic Engineer shall possess the following essential competencies:
Technical and Engineering Knowledge

• Thorough understanding of transportation, traffic, and stormwater engineering principles and practices.
• Proficient in roadway design, traffic signal systems, traffic control devices, stormwater hydrology and hydraulics, and low-impact development (LID) design.
• In-depth knowledge of relevant codes and standards:

Regulatory and Policy Understanding

• Knowledge of federal, state, and local environmental, traffic, and public works regulations.
• Ability to interpret and enforce codes, ordinances, policies, and permit conditions.
• Familiarity with grant programs and funding mechanisms related to transportation/traffic improvements.

Project Management and Leadership

• Ability to plan, manage, and deliver large-scale CIP projects from concept to completion.
• Skilled in contract management, procurement processes, budget oversight, and scheduling.
• Strong team leadership and supervisory skills, including mentoring, performance evaluation, and conflict resolution.
• Capacity to manage interdepartmental and interagency coordination.

Analytical and Problem-Solving Abilities

• Ability to analyze and interpret complex engineering reports, modeling outputs, and geotechnical data.
• Skilled in developing cost-effective solutions for traffic congestion and infrastructure deterioration.
• Competency in evaluating traffic impacts, stormwater drainage capacity, and utility conflicts.

Communication and Interpersonal Competencies

• Strong technical writing skills for reports, specifications, grants, and correspondence.
• Effective verbal communication skills for public meetings, stakeholder coordination, and conflict negotiation.
• Ability to communicate technical concepts clearly to both technical and non-technical audiences.

Technology and Software Proficiency

• Proficiency in the following applications:
  • AutoCAD Civil 3D (design and drafting)
  • Synchro, VISSIM (traffic modeling and simulation)
  • MS Office Suite (Outlook, Word, Excel, PowerPoint, Project, Teams)
  • MCSJ Edmunds Finance (Preferred)
  • OpenGov Permitting and Budget (Preferred)
  • Tyler Technologies or Brightly - Asset Essentials (Preferred)
  • ESRI ArcGIS (mapping, analysis, asset management)
  • Project tracking and document management tools (Preferred)

MINIMUM QUALIFICATIONS

• Bachelor's degree in civil engineering or a closely related field is required. Transportation emphasis is preferred, as well as master's degree.
• Minimum of seven (7) years of progressively responsible experience in transportation or traffic engineering, with at least three (3) years in a supervisory or project management role is required.
• Municipal government or public-sector experience is strongly preferred.

CERTIFICATIONS AND LICENSES

• Professional Engineer (P.E.) license in the State of Florida is required.
• Professional Traffic Operations Engineer (PTOE) certification is preferred.
• Professional Transportation Planner (PTP) certification is desirable.
• Project Management Professional (PMP) Certification is desirable.
• Road Safety Professional (RSP) certification is desirable.
• Must possess a valid State of Florida driver's license.

An equivalent combination of education and experience may be considered, provided that the education and experience are in a relevant and related field.
JOB LOCATION
The Administration Building within the City Public Services Complex is the primary location; however, work may be required within all City owned buildings, facilities, land, streets, rights-of-way, and any location within the City jurisdictional or utility service area. Work requires occasional travel to other locations.
EQUIPMENT USED

• Personal protective equipment (PPE) for field visits (hard hats, vests, boots).
• City vehicle for site inspections and field work.

ADDITIONAL POSITION REQUIREMENTS

• Physical Requirements: Work involves a combination of office and field activities. Exposure to noise, fumes, hazardous materials, adverse weather conditions, and confined spaces may occur. Position requires availability for emergency response and participation in on-call rotation, including nights, weekends, and holidays. Work requires attention to details, speaking, hearing, reading, or writing, and walking, standing, or sitting for extended periods, as well as occasional lifting of objects weighing 25+ lbs.
• Environmental Conditions: Exposure to extreme weather, smoke/dust/pollen, bright/dim lights, and/or machinery.
• Sensory Requirements: Some tasks may require the ability to perceive and discriminate sounds, colors, and visual. Some tasks require the ability to communicate orally.
