Job description

Overview

The Development Manager provides day-to-day people leadership, oversight, and direction for a diverse team of software developers, including .NET, Symitar PowerOn, Angular, and general programming developers. This role ensures teams deliver high-quality, secure software aligned with business needs and collaborates closely with architectural and senior leadership roles. This role adheres to the Agile development and delivery model adopted here at Citadel. In addition, this position should set and uphold development standards, as well as create opportunities for the team to develop their technical and professional skills.

Duties and Responsibilities

  • Supervise and mentor development team, promoting best practices and collaboration.
  • Using tenets of the SAFe Agile framework, manage the team’s execution of development tasks during sprints and program iterations, aiding with resource identification and capacity during sprint planning.
  • Provide team with leadership and decision making in times of capacity versus priority conflicts.
  • Collaborate with the scrum master and solutions architects to ensure design alignment and opportunity for iterative improvements, providing expertise and decision making for the team.
  • Oversee code quality, secure coding standards, thorough repository management, and code reviews.
  • Coordinate with business analysts, project managers, and scrum master for requirements and delivery.
  • Guide the team to execute toward Citadel’s backlog prioritization and support escalations driven by the IT Operations, EPMO teams and business leadership.
  • Maintain SDLC documentation, coding standards, and version control processes.
  • Translate strategy into actionable and quantifiable execution from the development team.
  • Support our internal and external audits by providing clear documentation and data from user stories, test plans, and sprints.
  • Ensure stable and aligned development, test, and production environments coordinated with IT Operations.
  • Encourage adoption of modern technical platforms, tooling, frameworks, as well as encouraging continuous improvement.
  • Available for after-hours on-call demand as necessary and other duties as assigned.

Qualifications and Education Requirements

Work Experience:

  • 5+ years of software development experience (.NET, Power Platform, Angular).
  • 3+ years in a leadership or supervisory role.
  • Agile/DevOps/hybrid SDLC experience.

Education:

  • Bachelor’s degree in computer science or related field.
  • Master’s degree preferred.

Technical Knowledge:

  • Full-stack experience with C#, ASP.NET, Angular, JavaScript/TypeScript, REST APIs.
  • Microsoft Power Platform / SharePoint understanding.
  • Jack Henry Symitar PowerOn scripting understanding.
  • SQL, database design, ETL workflow understanding.
  • Azure DevOps or Git for CI/CD and version control.
  • Understanding of secure coding practices and architectural principles.
