JOIN THE CITY OF ORANGE AS A SENIOR LIBRARY CLERK. The current vacancy is for one (1) full-time, 40-hour benefited Senior Library Clerk in the Lending Services Division. This is a supervisory role responsible for providing leadership, direction, training, and day-to-day support to staff within the division.
The ideal candidate will be a confident and collaborative leader who demonstrates strong interpersonal and staff leadership skills, take initiative, and works effectively both independently and as part of a team. The successful candidate will demonstrate sound judgment, strong organizational skills, and the ability to provide guidance, and training with minimal direction to staff while contributing to the continued improvement of Lending Services. The eligibility list established through this recruitment may be used for future full-time and part-time vacancies in Lending Services.
Candidates must be available to be assigned a varied-weekly schedule which normally includes evening and Saturday hours. Definition: Under general supervision, performs a variety of complex clerical tasks related to the circulation of library materials to the public; provides direct service and assistance to library patrons; provides technical and functional direction to assigned Library Clerks; and performs related work as required. Supervision Received and Exercised: Receives general supervision from the Library Manager I or higher-level manager.
Exercises technical or functional direction over and provides training to Library Clerks, clerical staff, and volunteers. Class Characteristics: This is the advanced journey-level class in the library clerk series and is responsible for more complex circulation and customer service tasks at the circulation desk, including resolving customer issues, interpreting library policies, and cash reconciliation. Incumbents serve as "lead" for circulation activities for designated shifts and schedule and train lower-level staff in circulation procedures.
Appointment to the Senior Library Clerk class requires an opening and possession of the knowledge, skill, experience, which meet the qualifications for and after demonstrating the ability to perform the work of the higher-level class. Examples of Duties Management reserves the right to add, modify, change or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job. Assists public at front counter and directs public to appropriate locations and/or staff; responds to complaints and requests for information; assists in interpreting and applying regulations, policies, procedures, systems, rules, and precedents in response to inquiries and complaints from the public; screens calls and directs callers to appropriate City staff as necessary.
Schedules lower level staff to provide adequate coverage of the circulation duties. Trains clerical workers and volunteers in the completion of work assignments. Checks library materials in and out using an automated circulation control system.
Registers new patrons; issues library cards and updates customer records. Enters and updates information into library databases. Identifies overdue or damaged materials; uses discretion in resolving fee disputes; collects and records fees.
Processes holds from all libraries and maintains hold shelf. Investigates and resolves disputed customer accounts. Prepares circulating materials for public use.
Prepares books and other items for daily delivery to branch libraries. Retrieves messages from renewal phone line and renews patron books. Processes current periodicals and new paperbacks, damaged materials, and slip cover materials.
Cleans, mends, and repairs library materials according to effective conservation techniques. Shelf reads the collection to ensure materials are in correct location and order. Participates in opening and closing facilities, including preparing and closing register cash drawer, turning on, logging into, and turning off all computers, preparing daily newspapers, and printing out and pulling holds list for shipment to other libraries.
Performs minor and routine maintenance on copy machines or computers. Performs a wide variety of routine clerical duties to support operations, including filing, preparing records and basic reports, develops signage and flyers, and ordering and maintaining office and other related supplies. Receives money and issues receipts; collects and accounts for collected fees; accesses safe for money storage.
Maintains accurate and detailed records, verifies accuracy of information, researches discrepancies, and records information. May assist in audio/video set up of meeting rooms. May prepare library exhibits and displays.
Compiles statistics and data; prepares and maintains lists, statistical and data reports. May assist with the development of library collections, including ordering, withdrawals, and inventory controls. May be responsible for operation of a satellite library location or branch in the absence of higher-level staff.

Education and Experience: Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be: Equivalent to the completion of the twelfth (12th) grade and two (2) years of library clerical experience.
Licenses and Certifications: Possess and maintain a valid California Class C Driver License with satisfactory driving record and proof of acceptable automobile insurance at the time of appointment and throughout employment in the position is required. Supplemental Information Physical Demands: Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. This classification primarily works indoors and requires frequent standing in work areas and walking between work areas.
Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification frequently bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and shelve materials. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 50 pounds.
Environmental Elements: Employees work in an office environment with moderate noise levels, controlled temperature conditions and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures. Working Conditions: Required to work flexible schedules including evenings, weekends, and holidays.
Disaster Service Worker: All employees of the City of Orange are designated by both State law and City ordinance to be "Disaster Service Workers." In the event of a declared emergency or any undeclared emergency or natural disaster that threatens the life, health and/or safety of the public, employees may be assigned to assist rescue and relief workers.
