Description The primary responsibility of the supervisor of the Child Protective Services Unit is programmatic direction regarding all reports/referrals of suspected child abuse in Luzerne County. Essential Duties and Responsibilities This unit services all of Luzerne County.

This position requires direct supervision of five (5) caseworkers and a Social Service Support Worker responsible for responding to and investigating reports of child abuse. This requires immediate initiation of the investigation within 24 hours of the report to C.P.S., requiring the worker to see the victim child within 24 hours of the report in order to ensure child safety. The supervisor meets for regularly scheduled conferences with each worker, as well as on an as needed basis, in relation to specific case situations

Within ten calendar days of the receipt of the intake report, and every ten days until the investigation is determined, the C.P.S. Intake Supervisor must review each report of suspected child abuse which is under investigation to determine the safety of the child and the need for the provision of protective services. The supervisor must review the safety and risk assessments within required intervals and ensure service needs are addressed in the family service plan

Review and approval of all documents must occur within regulatory time frames. The supervisor is responsible for preparing and scheduling the intake workers, coordinating intake assignments and ensuring adequate office coverage. The C.P.S

Intake Supervisor is responsible to ensure staff compliance with all mandates and policies through oversight while encouraging consistent and ongoing staff professional development. The C.P.S. Intake Supervisor is responsible for preparing and monitoring compliance with policy, procedure, instruction and training requirements

The supervisor must complete annual performance evaluations for staff supervised and identify areas of strengths and weakness as well as monitor and approve appropriate use of time by staff. The supervisor also provides ongoing case consultation to all other Children and Youth Services units regarding suspected child abuse and child abuse investigations. This may involve assigning a C.P.S

intake caseworker to assist in completing "courtesy" interviews. The supervisor must work cooperatively with local laws enforcement and promote joint investigations whenever possible. The supervisor must coordinate activities related to Multidisciplinary Team meeting requirements.

This involves identifying cases requiring MDT review, scheduling cases, coordinating the presentation, documenting the recommendations, monitoring compliance with recommendations, and ensuring community representation on the MDT panel. The C.P.S. Intake Supervisor must also comply with requirements of Act 33 of 2008 including provision of record for review and case presentation to the Child Fatality Near Fatality Community Review Team

The Child Protective Services Intake Supervisor trains staff: presents community education regarding child abuse, addressing topics such as prevention, identification, reporting procedures, mandated reporter, and community trends and needs. It is the responsibility of the C.P.S. Intake Supervisor to provide ongoing consultation to various community agencies and school personnel regarding questions/ concerns on aspects of child abuse related to children and families served

The supervisor participates in various meeting/panel discussions with community agencies and volunteer organizations with activity in the area of child abuse/prevention/treatment. This often includes identifying service gaps, planning toward program development, community outreach including the development of tools to assist in the reporting; identification and treatment of child abuse. The supervisor reports to Social Services Coordinator to discuss individual C.P.S

investigations and cases, current workload, development and progress of workers in the intake unit, as well as programmatic direction of the C.P.S. unit. Attendance at and participation in weekly supervisory group meetings is mandatory

In addition to individual supervision, the C.P.S. Intake Supervisor will meet with the entire unit as a group on a monthly basis to discuss issues and concerns relative to implementation of services, agency policy, CPSL, regulatory requirements and compliance, updates/changes to agency policy, laws, regulations, worker responsibilities, and training and education. The supervisor also participates in the interview process for the hiring of applicants in relation to vacancies within the C.P.S

Intake Unit to ensure that the C.P.S. Unit has sufficient, qualified staff to perform the functions required by the C.P.S. Law and Regulations

The supervisor makes recommendations regarding personnel actions within the unit when required to address performance deficits. The supervisor attends and participates in all court related activities with the C.P.S. Intake Staff and is responsible for the coordination of activity for expungement hearings held by the Department of Public Welfare

The supervisor must comply with training requirements and attend and participate in available trainings and updates regarding CPSL to enhance knowledge and skills in all aspects of child abuse, supervision, and staff training. The C.P.S. Intake Supervisor is expected to comply with all responsibilities and duties as assigned to promote the mission, vision, goals and values of the agency and must have knowledge of and ability to provide case management services, information, and support, at all levels of case development including CPS Intake, GPS Intake, in home protective services, and concurrent permanency planning services

Other required related duties. Required Knowledge, Skills and Abilities Knowledge of the basic principles of supervision. Knowledge of current case management and social work principles, practices, and methodology.

Knowledge of individual and group behavior and methods used in working effectively with children, youth and families, people who are mentally disabled, people who are physically challenged, and others. Knowledge of the basic principles and methods of program interpretation and community organization. Knowledge of the rules, regulations, policies, and procedures which relate to the provision of social services.

Knowledge of current social, economic, and health problems and available resources. Ability to plan, organize, and supervise the work of a professional and non-professional social service staff. Ability to analyze, interpret, and evaluate case records and recommend sound courses of action.

Ability to orient and train subordinates on rules, regulations, policies and procedures and provide technical assistance. Ability to establish and maintain effective working relationships with clients, families, agency staff, community service agencies and facilities, and the general public. Ability to make clear and pertinent statements orally and in writing.

Minimum Qualifications ELIGIBILITY: ALL CANDIDATE(S): 1.) Must meet the minimum experience and training (METS) required for the job. The METs fort his position are: Two years of professional experience in public or private social work and a bachelor's degree with major course work in sociology, social welfare, psychology, gerontology, criminal justice, or other related social sciences; OR Any equivalent combination of experience and education which includes 12 college credits in sociology, social welfare, psychology, gerontology, criminal justice, or other related social sciences. 2.)
