Program Summary

The KBR UABOS Program provides comprehensive BASE OPERATING SUPPORT - INSTALLATION (BOS-I) services at Incirlik Air Base in Turkey. These services are delivered to support the 39th Air Base Wing, mission partners, and tenant units, encompassing a diverse range of personnel including transient, temporary duty (TDY), permanent party, and rotational personnel. The program ensures the seamless functioning of operations, maintenance, and support activities essential for the sustained mission readiness and operational effectiveness of UABOS and its associated units.

Job Summary

The Chief of Engineering provides comprehensive leadership over planning, design, and construction services, with a focus on optimizing installation assets at Incirlik Air Base and supporting Geographically Separated Units (GSUs). This role oversees and coordinates key functions including Programming, Planning and Program Development, Project Management, Community Planning, Project Design, and Escort services. Additionally, the Chief manages and maintains the NexGen IT system (Tririga) or its successor, ensuring effective integration with engineering and construction operations. The ECM Director serves as a critical liaison to the DCE and is essential to the successful execution of infrastructure and asset management strategies.

**This will be an onsite position with fulltime deployment to Incirlik Air Base in Adana, Turkey

Roles and Responsibilities

  • Provide strategic leadership and oversight for all engineering, planning, design, and construction activities across the installation and Geographically Separated Units (GSUs).

  • Supervise and coordinate key engineering functions, including Programming, Planning and Program Development, Project Management, Community Planning, Project Design, and Escort Services.

  • Manage and maintain the NexGen IT software (Tririga) or its successor, ensuring it supports engineering and construction management operations effectively.

  • Develop and implement engineering policies, procedures, and strategies to enhance operational efficiency and project execution.

  • Lead the engineering team, providing technical direction, performance feedback, and professional development to ensure alignment with organizational objectives.

  • Ensure all engineering projects are delivered on time, within budget, and in compliance with quality, safety, and environmental regulations.

  • Optimize installation assets in accordance with PAD 12-03 and applicable updates.

  • Oversee budget planning, resource allocation, and financial tracking for engineering functions.

  • Evaluate technical systems and operations, recommending improvements and solutions to enhance performance.

  • Support and maintain compliance with Department of Defense (DoD) standards and installation-level engineering requirements.

  • Ensure consistent staffing of the Engineering and Construction Management (ECM) Director role, reporting to the DCE.

Basic Qualifications

  • Must be a U.S. Citizen with a current U.S. Driver's License (minimum "C" Class)

  • Bachelor's degree in Engineering or Architecture from an ABET accredited college or university, or approved equivalent.

  • 8 years of experience (four of the eight years supervisory) in design, construction, inspection, and preparation of plans and specifications for major real property facilities.

  • Must hold an active DoD Secret clearance, or be able to obtain this clearance prior to deployment and maintain such clearance for the duration of employment in this role.

  • Must be fluent in English.

  • Must possess passport book (not passport card) with at least 12 months of remaining validity AND with at least 4 blank visa/stamp pages remaining.

  • Must be registered as a Professional Engineer (PE) or Registered Architect (RA).

  • Must have DoD installation-level working experience.

Preferred Qualifications

  • Master's degree in Engineering, Architecture, or a related field is highly preferred.

  • Additional certifications in project management or specialized engineering fields.

  • 10 years of experience in an engineering leadership role.

  • Proven track record of successfully managing large-scale engineering projects.
