Position Overview
At Tilcon Connecticut, safety is a core value and the foundation of how we operate. The Safety Manager leads the development and execution of environmental, health, and safety programs that protect our employees, contractors, customers, and communities across our operations. This role leads a safety team and partners closely with leaders at all levels to ensure compliance with OSHA, MSHA, DOT, and environmental regulations and drive continuous improvement to reduce risk and strengthen Tilcon's culture of safety excellence. The Safety Manager also leads training, incident investigations, regulatory interactions, and CRH safety initiatives while fostering a proactive, people-first approach to workplace safety. As a member of the leadership team, the safety manager is instrumental in promoting our culture and maintaining a strong focus on safety throughout the organization.
KEY RESPONSIBILITIES (ESSENTIAL DUTIES AND FUNCTIONS)
  • Manages the environmental, health and safety team for multiple facilities under MSHA, OSHA and DOT regulations
  • Oversees the development, planning, and implementation of environmental, health, and safety policies and procedures in accordance with regulatory and company policy
  • Monitors performance of Environmental Health and Safety (EH&S) programs and regulatory compliance with all federal and state regulations and handles all contact with government agencies
  • Conducts or directs employee safety, health and environmental training and regular safety meetings
  • Develops and oversees company training programs for employees in areas such as compliance, inspection, safe work process, and company policy
  • May serve as point of contact / subject matter expert for emergency personnel
  • Utilizing a Human Operational Performance approach, ensures appropriate incident investigation and corrective action is taken where health and safety hazards exist
  • Partners with the different line of business managers and teams to identify areas of improvement and provide specific support to operational roles
  • Analyzes injury and safety data to provide trends and insights alongside potential solutions to improve safety trends
  • Oversees and guides facility inspections/visits to identify potentially hazardous conditions, and recommends/implements appropriate corrective actions
  • Leads job hazard evaluations to assess employee health and safety risks and develop appropriate improvement plans
  • Represents and/or supports sites during regulatory inspections and in the course of routine periodic corporate audits. Prepares and executes action plan to close audit findings
  • Identify, evaluate, and implement innovative technologies and digital solutions to enhance workplace safety, streamline compliance processes, and proactively address potential hazards
  • Works closely with community stakeholders to manage and respond to health-related complaints, ensuring concerns are addressed promptly and effectively while supporting initiatives that enhance safety and environmental wellbeing
  • Works alongside the divisional claims manager to effectively and efficiently manage workers compensation, auto liability and general liability claims.
  • Ensures required records applicable to safety, health and environmental compliance, up to but not limited to OSHA 300 Logs and MSHA specific standards are maintained.
  • Supports the recruitment, development and diversity of current and future talent.
  • Acts as liaison with CRH and drive all CRH Safety initiatives throughout the organization
  • Performs all other duties as assigned

QUALIFICATIONS
Education & Experience
  • Bachelor's degree (B.S. or B.E.) from an accredited four-year college or university, or equivalent combination of education and experience, with at least 10 years of relevant practical experience
  • OSHA 1910, OSHA 1926 and MSHA regulation knowledge preferred
  • Knowledge of EHS regulations & ISO certifications, EHS Management systems and current trends in EHS Culture
  • Any equivalent combination of experience and training that provides the preferred knowledge, skills and abilities
  • Effective team development capability, exemplified by a track record of leading, coaching and developing EHS professionals

ADDITIONAL REQUIREMENTS
  • Strict adherence to CRH and the company's safety requirements and procedures
  • Must be willing to work flexible hours, including occasional weekends or extended shifts as operational needs require
  • Commitment to safety and adherence to all regulatory and company standards
  • Willingness to travel between quarry and plant locations as needed
  • Ability to work in outdoor environments in varying weather conditions
  • Use of personal protective equipment (hard hat, safety glasses, vest, hearing protection, and steel-toe boots) is required
