Description
CenCore is seeking a Construction Surveillance Technician (CST) Site Security Manager to oversee security operations for cleared construction sites. This role is responsible for protecting personnel, property, and sensitive information by managing construction site security operations, surveillance systems, security personnel, compliance activities, incident response, and stakeholder coordination.
The ideal candidate has strong CST experience, active security clearance eligibility, proven security management skills, and the ability to lead teams in high-pressure construction environments while maintaining audit-ready documentation and effective communication with clients, contractors, project managers, and site leadership.
Key Responsibilities
  • Develop, implement, and maintain comprehensive security plans for cleared construction sites.
  • Oversee the installation, maintenance, monitoring, and effective use of surveillance systems, cameras, alarms, access control systems, and related security technologies.
  • Conduct regular security audits, inspections, and risk assessments to identify vulnerabilities and implement corrective actions.
  • Coordinate with project managers, contractors, site leaders, and other stakeholders to align security plans with construction schedules, activities, and operational requirements.
  • Manage, supervise, train, and support security personnel, ensuring staff are equipped, prepared, and compliant with company policies, post orders, and site requirements.
  • Respond to security incidents and emergencies, coordinating with law enforcement, emergency services, customer representatives, and internal leadership as needed.
  • Maintain detailed records of security activities, incidents, investigations, audits, and corrective actions.
  • Recruit, onboard, train, supervise, and evaluate security officers or assigned security personnel.
  • Conduct performance evaluations, provide constructive feedback, and promote consistent performance standards across the security team.
  • Develop and implement training programs to strengthen the security team's skills, knowledge, and readiness.
  • Foster a positive, professional team environment that promotes accountability, collaboration, and effective communication.
  • Ensure compliance with applicable federal, state, local, customer, contract, and site-specific security requirements.
  • Prepare and submit reports on security activities, incident trends, compliance status, audits, investigations, and operational performance to senior management or customer stakeholders.
  • Stay informed of construction site security trends, surveillance practices, regulatory requirements, and industry best practices.
  • Collaborate with clients, project managers, contractors, and other stakeholders to address security concerns and support successful construction project execution.

Requirements
Required Qualifications
  • Active Top Secret clearance required.
  • U.S. citizenship required; must be able to provide a valid U.S. Passport Book or Passport Card.
  • Must be at least 18 years of age.
  • High school diploma or GED required.
  • Minimum of 5 years of experience as a Construction Surveillance Technician (CST).
  • Valid CST certification required.
  • Security management or supervisory experience in a construction, cleared facility, data center, physical security, military, government, or high-security environment.
  • Experience managing security personnel, post coverage, training, performance expectations, and operational readiness.
  • Ability to develop and enforce site security plans, post orders, procedures, and compliance requirements.
  • Strong customer service skills and ability to support clients, stakeholders, visitors, contractors, and end users professionally.
  • Excellent verbal and written communication skills, including the ability to interpret requirements and communicate information clearly.
  • Ability to work in a Windows-based operating environment.
  • Consistent availability and responsiveness, including evenings, weekends, and after-hours support as needed.

Preferred Qualifications
  • Experience supporting security operations, data center workflows, cleared construction, secure facilities, or critical infrastructure environments.
  • Knowledge of construction surveillance security protocols, secure construction practices, and physical security best practices.
  • Knowledge of DoD ICD 705, SCIF construction, or secure facility accreditation processes.
