Job description

The Industrial Strategies Division within the California Air Resources Board (CARB) is seeking a motivated and experienced professional to help lead a team of staff supporting the deployment of Carbon Capture, Uitlization and Sequestration (CCUS) and Direct Air Capture technologies and projects, as required by Senate Bill 905 (Caballero, 2022). As the Carbon Strategies Lead (CSL) in the Carbon Strategies Section of the Carbon Management Branch, you will serve as a technical and project lead on California's most complex and forward looking climate programs. In this role, you will guide the development of a statewide carbon neutrality accounting framework, lead expert analyses of emerging CCUS and Carbon Dioxide Removal (CDR) technologies, project types, and pathways, and develop the carbon protocols and technical foundations that drive California's progress toward its net zero goals. The CSL will also play a critical role in quantifying the role of CCS and CDR within California's progress towards carbon neutrality.
The CSL will lead multidisciplinary technical efforts from concept to completion, developing rigorous analytical products, supporting regulatory development, and delivering policy recommendations aligned with CARB's climate mission. This work will span CDR and CCUS topics including technological, hybrid and nature-based solutions.The individual in this role will serve as a key technical representative for CARB, coordinating with internal teams, other state and federal agencies, and a wide range of external stakeholders. The CSL will represent the section at meetings, briefings, workshops, and public forums, communicating technical findings and program insights to diverse audiences and supporting transparency and public trust. The CSL will also manage external contracts; draft and publish reports, and briefings; and support statewide and national collaboration on carbon removal strategies. The position requires staying current with scientific literature and policy developments in CCUS and CDR, ensuring that California's approaches are both technically robust and broadly replicable. The CSL will mentor and provide technical guidance to staff and will help respond to priority assignments from upper management, contributing to high impact analyses and program updates.

Working Conditions
This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resources Board's (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.
The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position's designated headquarters location at their own expense, as indicated on their duty statement.
Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee shall receive a 3 percent reduction in pay in exchange for 5 hours PLP 2025 leave credits, monthly.
