Job description

This position can be located in Sacramento or Riverside County.
The Innovative Heavy-Duty Incentives Branch implements heavy-duty incentive projects that equitably transform the transportation, agriculture, and freight sectors to the cleanest technologies possible, improve the well-being and quality of life for all Californians, and spur and support competitive markets. With open minds we use social, environmental, and economic justice as the guiding principles for our clean transportation policy.
The Emerging Technologies and Incentives Section (Section) is responsible for enabling and motivating every heavy-duty fleet to transform to the cleanest technologies possible by stimulating a supportive and competitive market through incentives. The Section oversees the Volkswagen (VW) Environmental Mitigation Trust, which provides about $423 million for California to mitigate the excess nitrogen oxide (NOx) emissions caused by VW's use of illegal emissions testing defeat devices. The section also implements the Funding Agricultural Replacement Measures for Emission Reductions (FARMER) program which provides funding through local air districts for cleaner agricultural equipment to reduce emissions from the agricultural sector.
The Innovative Heavy-Duty Incentives Branch is seeking an Air Resources Supervisor I to lead a team of engineers and scientists in implementing the VW Environmental Mitigation Trust and FARMER programs.
The primary responsibilities of this position include:
  • Coordinate and supervise the work of several engineers and scientists;
  • Plan, organize, and direct staff in developing emission reduction strategies for heavy-duty on- and off-road vehicle and equipment specifically through incentive programs designed to transform these sectors to the cleanest technologies possible;
  • Plan, organize, and direct staff in implementing the VW Mitigation Trust;
  • Plan, organize, and direct staff in implementing the FARMER program;
  • Assist staff and other managers outside the Branch and Division in the development and implementation of programs relating to heavy-duty incentives, such as the heavy-duty portions of CARB's Funding Plan for Clean Transportation Incentives;
  • Other duties as needed, including supervising Budget Change Proposal writing, responding to public inquiries, overseeing contracts, overseeing processing of invoices and payments, and reviewing reports.

Working Conditions
This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resources Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.
The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position's designated headquarters location at their own expense, as indicated on their duty statement.
Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee shall receive a 3 percent reduction in pay in exchange for 5 hours PLP 2025 leave credits, monthly. The salary range(s) included in the job advertisement does not reflect the 3 percent reduction in pay.
