Weโ€™re looking for a Federal Proposal Writer who can turn sophisticated IT solutions, program management models, and company capabilities into clear, persuasive narratives for government customers. This role is ideal for someone who is equally comfortable discussing modern IT architectures and shaping a compelling written story โ€” someone who understands that winning proposals balance technical accuracy, strategic messaging, and reader clarity. The Federal Proposal Writer works closely with a dynamic team of solution architects, capture leads, subject matter experts, and program management professionals to develop high-quality, compliant, and persuasive proposals to federal government agencies. We are looking for more than strong writing skills. We seek someone who understands federal government evaluators and is capable of creating written materials to support top-notch proposals - in a fast-paced, deadline-oriented environment. Job Duties: Works alongside capture and sales leads, solution architects, program managers, and proposal leaders to develop federal proposal responses.
Translates technical and program data into understandable content, ensuring that the concepts are clearly communicated to government audiences.
Reviews RFPs, formulates content strategies, and drafts compelling and compliant documents to improve our chances of winning business.
Engages proactively in sessions to express solutions, strategies, methods for executing tasks, experiences, key success themes, and unique differentiators.
Assists with proposal processes by engaging in kick-off meetings and reviews, collaborating closely with cross functional teams to guarantee the production of high-quality responses.
Assumes responsibility for the designated volumes, pushing progress to adhere to deadlines and creating high-quality written responses. Revises documents based on feedback from stakeholders and ensures that all final documents are compliant.
Ensures that proposal content is accurate, complete, meets standards, and is compliant with RFP requirements and proposal deadlines.
Edits, generates, and evaluates the current templates, case studies, brochures, thought leadership pieces, blogs, and similar materials.
Adheres to solicitation and NTT DATA style guidelines.
Develops and implements process improvements to enhance proposal quality throughout the PDC. Basic Qualifications: BA/BS degree
Minimum 7 years of professional experience to include:
Drafting, composing, refining, and editing federal proposal content for technical, management, staffing (including resumes), transition, and past performance volumes;
Collaborating with subject matter experts in order to quickly grasp technical concepts and ask the right questions to clarify, validate, and strengthen proposal content;
Developing and incorporating win themes in proposal content;
Applying organizational skills, detail-oriented, and working independently
M365 tool suite and SharePoint.
Provide a portfolio of at least 2 writing samples.
Ability to work from our Herndon, VA office at least two days a week. Preferred Qualifications: Experience using Artificial Intelligence (AI) tools to generate and mature proposal content.
Experience generating content for new business development materials.
Flexibility in adapting to deadlines, changing schedules and priorities.
Shipley-based training/experience. NTT DATA provides a reasonable range of compensation for specific roles. The starting pay range for this role is $88,275 - $147,125. Actual compensation will depend on a number of factors, including the candidateโ€™s relevant experience, technical skills, and other qualifications. This position may also be eligible for incentive compensation based on individual and/or company performance. If the position offered in temporary, the position will not be eligible for incentive compensation.
