Job description

Job Summary

The Growth Director is responsible for managing capture and proposal strategy efforts throughout the entire life cycle of a procurement to win new and existing Medicaid business.

Essential Functions

Partner with the Growth team, Health Plan leadership, and Subject Matter Experts (SMEs) through the procurement cycle to prepare new and existing business for upcoming procurements, including driving strategy to innovate/differentiate product offerings Coordinate with BD team to ensure the necessary requirements for market entry are secured Support internal workstreams to foster collaboration and assist in developing market-specific solutions; partner with Strategy and Content Directors to ensure effective leadership of their subject area workstreams Support the identification of market priorities, design solutions, and win themes in collaboration with the Growth team, Health Plan leadership, and Subject Matter Experts (SMEs) Research and understand applicable market opportunities, which may include reviewing and analyzing state contracts, previous RFPs, manuals, statutes, or health plan materials Assists in developing RFP-related analyses, including competitive and market research before an opportunity and debriefing assessments after evaluation results are received Provides high-visibility project management in developing responses to Medicaid procurements Works closely with leadership to facilitate company’s proposal strategy and content Ensures capture and proposal milestones are completed at every stage of the procurement life cycle Assists in the continuous improvement of program/project management best practices Collaborates with business owners to define resources and needs Develops and maintains overall capture and proposal schedule including key project milestones and required deliverables Drives cross-functional communication between functional areas and leadership Provides regular reporting and maintains ongoing communications to senior management Assists in reviewing responses to ensure strategic content is appropriately captured and represented Collaborates with the writing team and develops written responses to RFP Ensures the final product is compliant with RFP requirements and is produced and delivered with highest quality Communicates progress, facilitates decision-making, and resolves open decisions, issues, and risks pertaining to RFP responses Manages Q&A process, including collecting and finalizing questions, analyzing answers and RFP amendments, and communicating changes to the RFP to functional areas Supports the development of oral presentations, clarifications, proposal revisions, and BAFO as necessary Defines, documents, implements, and continually improves routine, repeatable, and measurable capture and proposal development processes and tools Key participant in production activities including coordination with outside print vendor Responsible for SharePoint site administration/maintenance Facilitates an effective handoff to the implementation team, creating and deploying consistent processes and tools Performs any other job related duties as requested.

Education and Experience

Bachelor's degree required Equivalent years of relevant work experience may be accepted in lieu of required education Five (5) years of capture and/or proposal management experience required Experience in Medicaid managed care preferred

Proficient in Microsoft Office Suite Word, Excel, PowerPoint, Outlook, Visio, SharePoint, and Adobe Professional Excellent written and verbal communication skills Excellent command of the English language Strong competency in meeting preparation, organization, and reporting Ability to work independently and within a team environment Ability to work in deadline driven environments Effective listening and critical thinking skills Effective problem solving skills with attention to detail Strong knowledge of capture and proposal management Ability to balance multiple priorities and to work under tight deadlines while providing consistent and professional service Accurate and efficient typing skills Excellent interpersonal skills and high level of professionalism Maintain complete confidentiality, possess a professional demeanor, and exercise discretion at all times

Licensure and Certification

PMP certification or project management experience preferred

Working Conditions

General office environment; may be required to sit or stand for extended periods of time. Flexibility to work evenings, weekends and/or holidays as needed to meet deadlines, often with little notice. Up to 25% (Regular) travel based on the needs of the department may be required.

Compensation Range

Compensation Range: $113,000.00 - $197,700.00 CareSource takes into consideration a combination of a candidate’s education, training, and experience as well as the position’s scope and complexity, the discretion and latitude required for the role, and other external and internal data when establishing a salary level. In addition to base compensation, you may qualify for a bonus tied to company and individual performance.
