Accountability ObjectiveThe Dean of Career and Technical Education (CTE) provides general administration and leadership for the operations, procedures, and strategic plans of all career and technical programs. This role is responsible for ensuring program innovation and consistency, maintaining accreditation standards, developing and processing both curricular revisions and new program development, securing and administrating grants that have a CTE focus (e.g. Carl Perkins Grant), and fostering industry partnerships to support student success.
Required Qualifications - Education: Must possess a master's degree in Higher Education Administration, Career & Technical Education, or equivalent.
- Experience: Significant experience in higher education and knowledge of community and/or technical college environments, including grants administration.
- Leadership: Demonstrated management or administrative experience.
Desired Qualifications - A graduate degree within a specific DACC CTE discipline.
- Five years of full-time administrative experience within a community college.
- Significant industry or business experience.
- Proven experience in developing and implementing curriculum and industry-related programs.

Essential Job FunctionCore Responsibilities- Administrative Leadership: Directs staff in establishing divisional goals and objectives while managing the formulation of overall policies and plans.
- Program Management: Oversees course scheduling, programmatic innovation and development, and faculty supervision to ensure Student Learning Outcomes (SLOs) are met through ongoing assessment.
- Financial Oversight: Directs and maintains a sound budget, provides budget needs to the VPAA, and approves purchase orders and travel expenses.
- Faculty & Staff Development: Recommends the appointment, promotion, or release of faculty and staff while supporting ongoing professional development.
- Academic Governance: Approves degree audits, transfer credits, and course waivers; evaluates career and technical faculty at least annually.
- Industry & Community Engagement: Pursues grants and industry partnerships, facilitates active relationships with business leaders, and oversees program advisory boards.
- Compliance & Safety: Leads accreditation initiatives for individual programs and ensures the implementation of college safety standards within the division.
- Collaboration: Supports cooperative relationships between credit programs and Workforce Development or non-credit offerings.
Essential Job FunctionEssential Job Functions:- Schedule and conduct regular and frequent division staff meetings to ensure effective flow of information between faculty and administration. Ensure that minutes are kept and distributed for the benefit of those unable to attend, with a copy provided to Vice President of Academic Affairs.
- Assume responsibility for notifying the Executive Director of Marketing and College Relations well in advance of scheduled activities and work effectively with him/her in presenting and promoting the programs and offerings of the division
- Plan and implement, with assistance of Lead Instructors, the development of divisional for each academic term.
- Assume responsibility for accuracy and completeness of course and curricula descriptions presented in the catalog, tabloid, program brochures, web site, and other publications of the College.
- Recruit, screen, and recommend well qualified candidates for full-time/part-time faculty positions in accordance with determined needs of the division and College.
- Write and administer all CTE-related grants offered at the state and federal levels that support Career & Technical programs at the college.
- Plan and implement with assistance of Lead Instructors, orientation for all part-time instructors in the division each semester.
- Plan and make faculty teaching and institution building assignments in accordance with individual educational qualifications, needs of the division and the College and, whenever possible, preferences of the individual faculty member.
- Supervise faculty and staff of the division in accordance with the published policies and Administrative procedures of the College. This includes the administration of the Department of Corrections vocational programs.
- Assign faculty workloads each semester and plan effective staff utilization with the Vice President of Academic Affairs.
- Evaluate faculty and staff performance in a firm, fair and consistent manner and communicate clearly in writing, any areas of deficiency observed and improvements expected.
- Plan and organize, in coordination with the Vice President of Academic Affairs, programs and activities to meet identified professional development needs of individual staff members, the division, and the College.
- Encourage the development of new courses and programs to meet identified needs of the community.
- Ensure that course outlines are developed and updated annually for all courses currently taught in the division.
- Review all instructional programs of the division and provide written materials as required by Illinois Community College Board for Program Review, courses additions/revisions, and new/existing curriculum.
- Ensure that Advisory Committees are used effectively in keeping career curricula relevant to the needs of the employers in the respective fields.
- Plan and carry out effective articulation activities each year with four-year institutions that receive the majority of DACC students in transfer. Work closely with counselors and educational advisors to ensure that accurate and up-to-date information is disseminated to DACC students.
- Coordinate with the Vice President of Academic Affairs the articulation of secondary career offerings (VVEDS, and District High Schools) with DACC courses and curricula.
- Prepare annual budget recommendation and submit to the Vice President of Academic Affairs
- Monitor division budget to ensure that expenditure does not exceed approved amounts.
- Review and approve all division purchase request for materials, equipment, and services necessary to support instruction. Assume responsibility for compliance with College purchasing policies.
- Assist career students in determining their program of study and class scheduling.
- Monitor condition and security of College facilities and equipment utilized by division faculty, staff, and students. Assign responsibility for preventative maintenance and reporting lost, stolen, or damaged articles.
- Plan and supervise inventory of College property utilized in the Division.
- Encourage development of/and updating Division goals and long-range plan. Facilitate and plan activities for the scheduled in-service days.
