Position Overview

The Program Controls Analyst will support program and project teams with schedule management, performance tracking, data analysis, reporting, and program controls for FEMA disaster recovery and Public Assistance programs.

The position will help maintain accurate program information, identify variances and risks, support forecasting and performance reporting, and provide reliable data to support project and program decision-making.

Key Responsibilities
  • Maintain program and project schedules, milestones, action trackers, and performance dashboards.
  • Collect, validate, and analyze project and program data to monitor progress, trends, variances, and performance.
  • Support tracking of scope, schedule, budget, resources, deliverables, risks, issues, and dependencies.
  • Prepare program status reports, dashboards, metrics, presentations, and other management reports.
  • Coordinate with Project Managers and functional leads to collect and validate project status and performance information.
  • Identify schedule, cost, resource, and performance variances and escalate potential issues to appropriate management.
  • Maintain program controls tools, trackers, databases, and reporting systems to support consistent program oversight.
  • Support forecasting, workload analysis, milestone tracking, and other program planning activities.
  • Assist with quality control of program data, reports, and project documentation.
  • Support continuous improvement of program controls, reporting processes, templates, and performance management practices.
Required Qualifications
  • Bachelor's degree in Business Administration, Project Management, Engineering, Construction Management, Finance, Data Analytics, or a related field.
  • Minimum of 3 years of experience in project controls, program management, project management, data analysis, financial analysis, or related fields.
  • Experience with project schedules, performance tracking, reporting, data analysis, or program controls.
  • Strong proficiency with Microsoft Excel and Microsoft Office applications.
  • Experience developing dashboards, trackers, reports, or management presentations.
  • Strong analytical, organizational, and problem-solving skills.
  • Excellent written and verbal communication skills.
  • Ability to manage multiple priorities and work effectively in a deadline-driven environment.
Preferred Qualifications
  • Experience supporting FEMA Public Assistance, disaster recovery, infrastructure recovery, or federal programs.
  • Experience with FEMA Grants Portal, Project Worksheets, Damage Inventories, or similar program management systems.
  • Experience with Microsoft Project, Power BI, or other scheduling, analytics, or reporting tools.
  • PMP, CAPM, or other relevant certification.
  • Experience working in Puerto Rico or other post-disaster recovery environments.
  • Bilingual English/Spanish communication skills are preferred.

Work Environment & Travel

This position may be based in a remote, or client-site environment depending on contract requirements. The position may require regular travel to client offices, project sites, field locations, meetings, and other program-related activities.

The Program Manager may be required to respond to urgent program needs, changing priorities, or disaster-related activities with limited notice. Travel within Puerto Rico and, when required by the contract.
