We are looking for an experienced project manager to join our Engineering Department team as a Senior Project Manager. York County is one of the fastest-growing counties in South Carolina, and you will play an important role in improving the County's infrastructure. From transportation improvements and facility renovations to new parks and public facilities, you and the rest of our team will share responsibility for improving existing infrastructure and delivering new capital projects.

York County is currently managing transportation projects ranging from resurfacing and minor intersection improvements to major roadway widening projects. Capital projects include a new Coroner's Office, Detention Center Booking Station addition and renovation, transportation improvements, facility upgrades, and park development projects. This position will also work closely with the York County Parks Department to support current park improvements and help manage development of Worth Mountain, Catawba Bend Preserve, Woodend Park, and other future recreational facilities.

The ideal candidate is an experienced capital project manager who is comfortable leading multiple projects simultaneously from planning and design through construction and closeout. They possess strong project management, communication, and problem-solving skills and can effectively coordinate consultants, contractors, government agencies, stakeholders, and the public to successfully deliver complex projects. Successful candidates will have experience managing transportation, parks, facility, infrastructure, or other public capital improvement projects and will be comfortable working in a fast-paced environment with competing priorities.

They are organized, collaborative, and proactive, with the ability to balance project scope, schedule, budget, and quality while maintaining a high level of customer service. They will be equally comfortable reviewing technical information, facilitating stakeholder discussions, presenting project updates to leadership and elected officials, and representing York County throughout project delivery. A background in engineering, construction management, architecture, landscape architecture, or a related field is highly desirable.

Final Candidates should be prepared to submit a representative work sample highlighting a completed project and their specific role in project planning, design, construction, stakeholder coordination, and overall project delivery. Work Schedule: Monday - Friday, 8:00 am - 5:00 pm; occasional evenings and weekends depending on operational needs. Projected Salary Range/Pay Grade 126: $89,080.77 - $106,896.92 per year

This coordination also includes oversight of project consultant.

Manages all aspects of multiple capital improvement projects. Negotiates, prepares, and administers consultant contracts; coordinates design reviews, environmental reviews, right-of-way acquisition, permitting, bidding, and contract awards; provides construction observation and inspection services; and manages projects through all phases of delivery, including planning, design, procurement, construction, reporting, budget management and project closeout. Ensures project objectives are achieved, and projects are designed and constructed in accordance with York County standards.

Serves as the departmental representative with other County departments, outside agencies, consultants, special interest groups, and the public. Manages projects that are often highly visible and involve multiple stakeholders. Prepares and delivers presentations and project briefings to County management, elected officials, community groups, and advisory boards.

Prepares Council memos to obtain project approvals on budgets, consultant fee contracts, construction bids, construction contracts and change orders. Aids in the preparation of the application for specialized roadway funding programs, such as State Infrastructure Bank, federal appropriations, and State match programs. Aids in the preparation of presentation information, field review and attends public hearings.

Reviews all assigned Capital Sales Tax projects including Council recommendations, cost estimates, project planning, project designs, environmental assessments, contracts and agreements, right-of-way acquisitions, research, and construction administration and observation. Provides technical guidance and support to the Engineering Department and personnel of other County departments; coordinates projects with other County departments and federal and state agencies as necessary. Performs related work as assigned.

About you Education and Experience Requirements: Bachelor's degree in Civil Engineering, Construction Management, Landscape Architecture, Architecture, or a related field and six (6) years of progressively responsible project management, engineering, design, construction, or related experience. Experience managing capital improvement projects preferred. Public sector, transportation, parks, facilities, or infrastructure project experience preferred.

Certifications and Licenses: Professional Engineer (PE), Registered Landscape Architect (RLA), Registered Architect (RA), Project Management Professional (PMP), Certified Construction Manager (CCM), or similar professional credential preferred. Valid state driver's license. Applicants with an equivalent combination of education and experience may be considered.
