Capital Expenditure Program Manager Jobs (NOW HIRING)

The Supervisory Capital Project Program Manager performs difficult technical and complex administrative work directing and coordinating the Town’s capital improvement program across the Utilities and Facilities portfolios, including program-level planning, budget oversight, and resource allocation; supervises the Capital Projects Program Manager – Utilities and the Capital Projects Program Manager – Facilities; and does related work as required.

An employee in this classification is responsible for the oversight and coordination of the Town’s capital improvement program across multiple service portfolios, including program-level scheduling, budget administration, and resource allocation between assigned Capital Projects Program Managers; working with the Project Management Office (PMO); end users; coordinating program progress with other departments, outside agencies, and the public sector as the Town’s representative; and program-level construction oversight. Programs managed by this position are typically multi-disciplinary with a high level of complexity, spanning multiple concurrent capital projects and subordinate Program Managers. Work requires the exercise of considerable sound, independent judgment, discretion, and initiative in planning work and carrying out daily operations within established guidelines and departmental policy and procedure. Work is reviewed through written and verbal communications while in progress and upon completion, observation of results achieved, periodic reports, performance appraisals, and advice and assistance on unusual problems.

1. Plans, directs, and coordinates the Town’s capital improvement program across the Utilities and Facilities portfolios, including program scheduling, program development, program management, and budget management.
2. Serves as the primary point of escalation for complex, cross-portfolio, or interdepartmental capital project issues requiring higher-level resolution; including between Capital Projects Program Managers and Operations Divisions counterparts as needed.
3. Continually checks projects for progress and conformance with approved project plans or work plans; inspects work for completeness; compliance with all contract provisions; and regulatory requirements.
4. Prepares estimates of time, labor, and material costs; performs cost-benefit analyses; applies for necessary permits and secures approvals; maintains labor and material records; coordinates the purchase of materials and equipment.
5. Administers the consolidated capital program budget across the Utilities and Facilities portfolios; ensures all functions and programs under charge are performed within established budgetary parameters and works with procurement procedures, to include performing cost control activities, monitoring revenues and expenditures, and ensuring sound fiscal control.
6. Reviews and provides guidance on design concepts, drawings, and estimates developed by assigned Program Managers for capital projects.
7. Coordinates with the Supervisory Engineer to align capital project technical review, permitting, and engineering support needs across the Utilities and Facilities portfolios.
8. Reviews and consolidates capital improvement program reporting (e.g., CIP tracker, monthly status reports) across the Utilities and Facilities portfolios for presentation to the Deputy Director of Engineering and Town leadership.
9. Leads development of long- and short-term capital program strategies for the Utilities and Facilities portfolios, in coordination with the Deputy Director of Engineering.
10. Leads budget planning and preparation for the consolidated capital program, in coordination with the Deputy Director of Engineering and assigned Program Managers.
11. Oversees contract administration and the development of contract specifications, contract provisions, JOCs, RFPs for contract services and capital improvement projects across assigned portfolios; provides guidance to Program Managers on complex contract matters.
12. Manages town building leases, and two (2) town land leases. Provides input to lease renewals and drafts, working with the Town Attorney. Ensures that the town and the tenant are meeting the requirements of the leases. Works with tenants to resolve issues and requests.
13. Manages the town’s Energy Savings Capital Program, to ensure that the program is progressing at the best possible pace within the town’s financing plans, and to document the energy savings predicted.
14. Ensures work is performed in a safe fashion.
15. Reviews and approves work plans, schedules, and staffing assignments developed by the Capital Projects Program Managers; coordinates, allocates, and balances staff engineer and consultant resources across the Utilities and Facilities capital project teams based on workload and skill set; helps evaluate program-wide equipment requirements across the Utilities and Facilities capital project teams; recommends resource allocation and new positions as needed.
16. Responsible for leading and supervising staff by addressing concerns, coaching, and administering discipline as needed. Manages performance evaluations and documentation, delegates work and approves timecards. Supports recruitment, onboarding, and training. Utilizes effective communication to keep staff informed of policies and organizational updates. Promotes staff and team development and ensures required training is completed. Promotes and models values-based behavior while executing town priorities.
17. Responsible for guiding the professional development of supervisors. Leads strategic planning to advance departmental and town goals. Aligns departmental strategies with the Town Manager’s direction and the Town Council’s vision.

Monday - Fridays

8am - 5pm

• Bachelor’s degree in civil engineering, construction management, public administration, or related field
• Minimum of seven (7) years of progressively responsible experience in capital project management across multiple portfolios (e.g., utilities, facilities, transportation), including at least three (3) years supervising other project or program managers
• Possession of PMP certification or PE license, or a relevant alternative certification (e.g, CCM or CPM), or ability to obtain one within twelve (12) months of employment
• Valid driver’s license with acceptable record

Duties involve the ability to exert medium, physical effort, and involves some lifting, carrying, pushing and pulling up to approximately 50 pounds. May also involve extended periods of time at a keyboard or workstation, and operating a computer and office equipment. Duties may also require adequate visual perception, as well as adequate oral communications abilities. Duties may also require some driving, such as to and from meetings.

Duties may risk exposure to adverse, environmental conditions such as dirt, dust, pollen, odors, animal pests, wetness, humidity, rain, fumes, temperature and noise extremes, loud machinery, vibrations, electric currents, traffic hazards, toxic agents, violence, disease and pathogenic substances.
