MTA Construction & Development (C&D) is responsible for the planning, development, and execution of all capital construction projects across the MTA region. Through centralized oversight and management of the MTA’s $68.4 billion Capital Program, C&D ensures the efficient delivery of critical infrastructure projects that support the region’s vast transportation network. Telework

This position is eligible for telework, which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

Job Summary

The Capital Strategy Team oversees planning activities for a complex and critical portfolio of assets across MTA agencies. The Senior Planner will analyze and evaluate capital asset conditions to help develop capital investment strategies across MTA’s $1.5 trillion asset base, including the Twenty-Year Needs Assessment and Five-Year Capital Plan. It is expected that the position’s initial focus will include MTA bus depots and facilities.

This position will involve working closely with MTA operating agencies and C&D partners to develop and prioritize capital projects in accordance with facility and operational needs. The Senior Planner will analyze, create, and develop project proposals, including various programmatic and project-specific transportation investment proposals. The Senior Planner will provide data analysis support and help draft reports and presentation materials for internal and external purposes, as well as reports on special C&D initiatives and other programmatic performance metrics.

Responsibilities

The Senior Planner will contribute substantially to all, or a subset thereof, of the following core Planning activities:

Develop a working knowledge of the MTA’s vast portfolio of assets and cultivate internal and external contacts and information sources. Develop a knowledge of physical conditions of individual assets as well as their functional and operational role in delivering MTA’s vision for transit services.

Contribute to data-driven strategies to guide planning, prioritization and scoping of capital investments.

Utilize GIS, data visualization tools and dashboards to develop graphics, maps and presentation materials.

Navigate and utilize large databases, including asset assessments, asset inventories, regional planning information, transit usage, climate risk data, and energy utilization data.

Foster and coordinate team relationships within the MTA agencies and outside parties.

Develop capital investment strategies based on condition, performance, criticality, safety, impact on service reliability, customer experience, access, resiliency, land use opportunities, investment needs, and other relevant considerations. 

Support the development of investment prioritization documents, including but not limited to the planning, developing, and identifying of priorities within MTA’s Twenty-Year Needs Assessments and Five-Year Capital Plans.

Education and Experience

Bachelor’s or Master’s degree in City or Urban Planning, Engineering, Transportation Planning, or a related field.

Minimum of four (4) years of satisfactory full-time professional experience.

Master’s degree preferred.
