Job Overview:

The Philadelphia Department of Public Health (PDPH), through the Division of Disease Control’s Health Center #1, provides a range of medical andsupport services to registered patients. Health Center #1 provides testing and treatment for common STDs like chlamydia, gonorrhea, genital warts, herpes, syphilis, and trichomoniasis. Health Center 1 also offers a full range of HIV testing and prevention services.  

To advance Ending the HIV Epidemic (EHE) efforts locally in Philadelphia and to support the Scaling up HIV prevention Services in Sexual Health Clinics (SHIPS), the Philadelphia Department of Public Health is seeking qualified candidates to work as the HIV Prevention Project Coordinator for Health Center #1 (HC#1), the City’s largest sexual health clinic.  

The HIV Prevention Project Coordinator will work with the HC#1 clinic team to support HIV prevention services, including the provision of PrEP, PEP, and other evidence-based prevention strategies within the clinic setting. The HIV Prevention Project Coordinator will be responsible for overseeing the development and planning to implement innovative strategies to improve HIV prevention services, including the provision of PrEP and creating partnerships with outside agencies for the provision of PrEP. They will also be responsible for the development of quality improvement initiatives.

Responsibilities include but are not limited to: providing technical assistance and training to providers on quality improvement tools and techniques aimed at improving performance; developing instructional materials; remaining current with quality improvement resources, best practices, and current HIV treatment and prevention guidelines. This person will serve as a liaison between the EHE team at the Division of HIV Health (DHH) Health Center 1 staff and STD Control staff to promote HIV prevention services including regular testing, PrEP, and PEP. The person will be responsible for preparing reports from Health Center 1 for the CDC; they will be involved in developing and updating plans. They will also work directly with DDC Epidemiology staff in preparation of reports.  

Responsibilities:

• Conducts basic sexual health history and assessment to work with patients to determine HIV prevention needs.

• Works collaboratively with clinical team to develop and update PrEP and PEP protocols with a focus on engaging patients in low barrier PrEP care.

• Implements and monitors quality control initiatives related to HIV prevention services. 

• Develops and implements innovative, evidence-informed programs to increase PrEP capacity at HC#1, both through expanding the program and appropriately referring patients to community-based practices. 

• Supports the clinical team in providing what is necessary to initiate and maintain patients on PEP and PrEP as appropriate, including supportive services that can enhance patient-centered risk reduction counseling, insurance and benefits navigation, etc. 

• Collaborates with project staff from other PDPH programs, including the STD Control Program and DHH, in promoting PrEP for HC1.  

• Supports HIV Prevention activities, collaborates with and fills gaps of the HIV Prevention Specialist.

• Demonstrates an ability to contribute to an environment that celebrates diversity and differences within Philadelphia communities, especially related to socioeconomic status, sexual orientation, gender identity, race, and ethnicity. 

• Participates in DHH equity activities.  

• Collaborates with the clinical and social worker team as appropriate.  

• Maintains communication between inter- and intra-agency service providers for successful coordination of services. 

• Maintains patient records of all activities and interactions.  

• Assists in documenting program activities and reporting program outcomes as required. 

• Participates in trainings and conferences as requested. 

• Performs all other duties, as assigned and necessary for clinic operations.  

Skills:

• Desire to develop innovative, low barrier programs for HIV prevention.  

• Knowledge of public health practice, HIV and STI-related experience preferred. 

• Knowledge and understanding of the local healthcare landscape and environment. 

• Knowledge of community engagement principles, social and structural determinants of health, and principles of health and racial equity. 

• Experience delivering culturally responsive, gender affirming, and inclusive services. 

• Experience presenting complex health concepts in plain language. 

• Experience promoting a culturally competent and diverse work environment. 

• Experience using electronic health records and Microsoft Office suite.

• Experience creating reports.  

• Excellent verbal and written communication skills and experience.  

• Bilingual (Spanish) a plus, but not required. 

Experience:

Minimum two (2) years of work experience related to public health, health policy and planning, health education and/or clinical service delivery. 

Education Requirement:

Completion of a bachelor’s degree program (in public health or related field) at an accredited college or university with a minimum of the experience listed above. Completion of a master’s degree program in public health or a related field may count toward one year of public health program or HIV care management experience.
