Description
The Code Enforcement Officer is responsible for organizing, reviewing, and enforcing the Land Development Ordinace as adopted by the McKenzie County Planning Commission; conduct field inspection and compliance duties related to Planning and Zoning (P&Z) and Code Enforcement; assist customers, attend public hearings at P&Z Board meetings; assist with management of Code Enforcement records; conduct field inspections and compliance duties related to P&Z department; Code Enforcement consisting of responses to complaints, investigations, reporting, and issuing violations of the Ordinance; conducts presentations to the County Commissioners when necessary. This position is located in Watford City, ND and scheduled for Monday - Friday. Level and salary commensurate with experience.
Essential Job Functions
  • Conducts site/field inspections, plan reviews and interviews related to Planning and Zoning applications or complaints
  • Reviews or assists in the review of moderate to difficult development proposals and site plans for conformance with codes, plans, and regulations
  • Presents to County Commissioners and/or P&Z Commission when necessary
  • Review or assist in the review of moderate to difficult development proposals and site plans for conformance with codes, plans and regulations
  • Tracks and maintains Reclamation Bond spreadsheet and files. Sends out renewal notices and reviews new bonds when received to ensure accuracy
  • Creates and maintains working relationships with surety underwriting companies and updates contact lists as needed
  • Responds to complaints and investigates P&Z violations; writes and sends notices of violations
  • Coordinates with State's Attorney's office to prepare and issue warnings and citations
  • Evaluates or assists in the evaluation of re-zones, ordinance amendments, conditional use permits, site plans, variances, subdivisions, and other proposals
  • Tracks and maintains Annual Inspection spreadsheet and files.
  • Other duties as assigned for business needs

Minimum Qualifications
  • 3 years of planning and zoning, construction or code enforcement experience
  • High School Diploma or GED
  • Proficient with MS Office programs including Word, Excel and Outlook
  • Valid driver's license
  • Skill in reading and interpreting plans and specifications
  • Knowledge of principles and practices of Planning and Zoning
  • Must be able to report to Watford City, ND daily at required schedule time
  • Physical requirements and working conditions:
    1. Able to handle exposure to extreme weather conditions
    2. Must be able to lift up to 20 pounds, kneel, stoop, sit, walk extensively
    3. Occasional exposure to moving mechanical parts, electrical currents, fumes, odors, dusts, poor ventilation, and intense noises
