We are seeking a Procurement Specialist to support agency operations by ensuring the timely and cost-effective acquisition of goods and services in compliance with applicable laws, and policies. This role manages the purchasing process from solicitation through contract award while maintaining accurate records and promoting responsible stewardship of public funds.

Minimum Qualifications
Three years of experience in procurement, contracts or grants management, financial management, accounting, or auditing; OR
Six years of full-time work experience in any field; OR
A bachelor's degree.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
  • Develop clear specifications for equipment, supplies, and services to ensure the agency receives quality products at the best value.
  • Select vendors by soliciting bids, reviewing pricing and terms, and recommending awards to vendors that meet requirements.
  • Combine similar purchases to obtain the best overall pricing and value for the agency.
  • Monitor purchase orders to ensure timely delivery and resolve issues related to delays, non-delivery, or product quality.
  • Maintain accurate purchasing records, vendor information, contracts, and procurement procedures.
  • Track and compile documentation for recurring expenses such as cellular services, wireless broadband, medical waste disposal, and other clinic-related costs to ensure accurate billing and appropriate usage.
  • Prepare and submit monthly procurement card reports.
  • Reconcile procurement card transactions and ensure all required supporting documentation is complete and accurate.
  • Responsible for ensuring all purchases comply with Title 38 of the Louisiana Public Bid Law, including preparing bid documents, advertising solicitations, coordinating bid openings, evaluating submissions, and assisting with contract awards in accordance with state requirements.

Position-Specific Details:
Appointment Type: Probational or Job Appointment
Location: Capital Area Human Services District's Fiscal Division.
Work Schedule: 9 hours per day Monday - Thursday, 4 hours on Friday.
Career Progression: This position may be filled as Procurement 1, 2, 3, or Specialist depending on the level or experience of the selected applicant(s).
