Posting Details
The State Treasurer's Office (STO) is an independently elected constitutional office that manages the State of New Mexico's financial assets and banking operations. The agency provides cash management services to state agencies; invests funds on behalf of state agencies and local government investment pools; administers New Mexico's ABLE and retirement savings programs; oversees and validates banking transactions; serves as the paying agent for the State's outstanding debt and bond obligations; and ensures compliance with the State's collateral policy for financial institutions holding public funds.

Why does the job exist?
This position manages the finance and accounting operations of the agency, including budget and investment portfolio reconciliations, preparation of investment schedules and statements, payments, journal entries, and oversight of all accounting transactions processed by the agency. The position assists in the preparation of the annual financial audit, provides oversight and direction to Budget and Finance staff, supervising two (2) FTE, serves as a key liaison with internal and external stakeholders, and ensures continuity of operations through cross-training and staff development.

Manage budget and investment accounting operations and reconciliations.
Prepare financial reports, journal entries, and operating transfers.
Coordinate and assist with the annual financial audit and audit deliverables.
Supervise and develop finance staff while ensuring continuity of operations.
Serve as the agency SHARE Coordinator and financial systems resource.
Collaborate with internal and external stakeholders to support agency financial operations.
Maintain fixed assets and support budget, procurement, and financial management activities.
Perform other duties as assigned.

Ideal Candidate
The ideal candidate will possess strong accounting and financial reporting experience, exceptional analytical and organizational skills, and the ability to manage multiple priorities while fostering collaboration and maintaining high standards of accuracy and accountability.
Minimum Qualification
Bachelor's Degree in Business Administration, Accounting, Finance, or Auditing, and one (1) year of experience in Accounting, Business Administration, Public Administration, Finance, or Auditing. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling five (5) years may substitute for the required education and experience. A hiring agency may designate a portion of the required experience to include federal grant and/or special revenue experience, to be identified at the time of recruitment.
Employment Requirements
Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required.
