NM Department of Homeland Security and Emergency Management (DHSEM) works to protect the people of New Mexico and the nation through a comprehensive and coordinated program of mitigating hazards, preparing for emergencies, preventing attacks, and recovering from disasters regardless of cause. Our department prepares for a wide variety of emergencies, including wildfires, flooding, health crises, and domestic attacks. When necessary, the state assists localities whose capabilities are overwhelmed, and DSHEM serves as the conduit for federal assistance. Our work in emergency management is coordinated around the five mission areas of the National Preparedness Goal: prevention, protection, mitigation, response, and recovery.
Why does the job exist?
The Senior Recovery Planning & Zoning Manager mentors and trains staff, particularly in technical areas like zoning, permitting, and land use compliance. Leads coordination of complex technical processes such as site control, zoning review, or environmental compliance, guiding others in navigating these areas. Manages multi-agency coordination, including local governments, planning departments, and external vendors, to align priorities and ensure deadlines are met. Provides leadership in strategic recovery planning, working with staff and partners to shape project proposals, identify funding opportunities, and align work with Action Plan priorities. This position provides technical support to homeowners and local jurisdictions related to zoning, permitting, land use, and environmental compliance. Advises applicants on zoning, permitting, and land use issues related to reconstruction or repairs. Assists residents in navigating variances, rezoning applications, and building department processes. Coordinate with local planning departments to expedite disaster-related approvals. Provides technical assistance on site control, zoning, and land use compliance. Support environmental review processes as outlined in 24 CFR Part 58, especially for housing and infrastructure activities. Maintain records of planning-related assistance and permits, project maps, timelines, and milestone tracking. Conduct outreach to inform residents of planning requirements. Conduct public meetings and data collection to inform project planning.

Ideal Candidate
The ideal candidate:
- 5+ years of experience in land use planning or environmental review.
- Strong knowledge of 24 CFR 58, zoning codes, and mitigation strategies.
- Skills in public engagement and technical assistance.
Minimum Qualification
Bachelor's degree from an accredited college or university in any field and two (2) years of relevant experience in this occupation. Any combination of education from an accredited college or university and/or related experience in this occupation totaling six (6) years may substitute for the required education and experience.
Employment Requirements
Employment is subject to background investigation and is conditional pending results. Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.
Working Conditions
Work is performed in an office setting with exposure to Visual / Video Display Terminal (VDT) and extensive personal computer and phone usage. Work is performed in-person, online, and in a virtual setting. Travel in-state expected. Some out-of-state travel is possible. Some sitting, standing, bending and reaching may be required. Situations may warrant work in disaster field office(s) or a mobile operations center. Subject to recall during disasters and other emergencies. Work on weekends, holidays and shift work may be required during emergencies and/or disaster situations or as business requires. State travel required.
