Job description


The Analyst in the Con Edison Gas Rates section of the Rate Engineering Department is involved in tasks related to the drafting of changes to the Companys gas tariff; design of gas supply and delivery rates and applicable surcharges and taxes; interpretation of regulatory orders, laws or policies; and development of rates for cost recovery and reconciliations.
Responsibilities
Core Responsibilities
  • Work as an Analyst in the Con Edison Gas Rates section of the Rate Engineering Department on a variety of tasks associated with the preparation and filing of rates and tariffs.
  • Prepare analyses that support revenue allocation and rate design that form the basis for the Companys gas rates and services to meet the Companys required revenue levels and recognize cost-of-service indications, competitive conditions, and customer impacts. Research other utilities rates and tariffs.
  • Prepare monthly rate adjustments applicable to the Companys gas rates and services, forecast of gas charges and resulting impacts on customers bills, and periodic reconciliations of cost recovery mechanisms. Compute rate changes applicable to gas rates and analyze results of such computations.
  • Write filing letters and accompanying language to cover revisions to the gas tariff. Prepare necessary tariff language, rate revisions, and supporting documentation and/or work papers in response to commission orders. Ensure all tariff documents comply with regulatory requirements and company policies. Assist in the development and implementation of tariff-related policies and procedures.
  • Prepare testimony, exhibits and associated workpapers for use in regulatory proceedings. Prepare analysis in response to regulatory and intervenor discovery requests. Prepare and file statements and letters with regulatory agencies.
  • Prepare and be able to present to interested parties including internal stakeholders on bill impact analyses.
  • Assist in the preparation of testimony, exhibits and workpapers for use in regulatory proceedings.
  • Interact, communicate and exchange information with personnel from other departments and other utilities.
  • Assist in responding to inquiries, both internal and external, concerning Con Edisons gas rates and tariff provisions.
  • Use computer systems that provide data analyses which support the computation of Con Edisons various rates and billing determinants.
  • Maintain well organized files and accurate records, including maintaining back-up for computer files and safeguarding computer facilities, reports, and workpapers.
  • Perform other related tasks and assignments as required.

Qualifications
Required Education/Experience
  • Bachelor's Degree and 2 years of relevant work experience
Preferred Education/Experience
  • Bachelor's Degree Business Administration, Engineering, Mathematics, Economics, Accounting, Finance, Statistics, English, or Related Disciplines and 2 years of relevant work experience work experience performing or assisting in the development of technical studies or analyses
Relevant Work Experience
  • Have a strong attention to detail and the ability to meet deadlines on deliverables requiring a high degree of accuracy, required.
  • Work independently and handle multiple tasks with short deadlines, required.
  • Interact with all levels of management within the group, in other departments within Con Edison and O&R, and with outside agencies, required.
  • Possess strong computer skills with working knowledge of MS Word, Excel, and Power Point, required.
  • Possess strong oral and written communication skills, required.
  • Possess knowledge of Microsoft Access, SQL and Microsoft Excel VBA, preferred.
Licenses and Certifications
  • Driver's License Required
Additional Physical Demands
  • The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays.
  • Must be able to respond to Company emergencies by performing a System Emergency Assignment to restore service to our customers.
