Job Description:

The client is seeking an experienced Business Analyst to support multiple strategic initiatives focused on improving educational outcomes for Texas students, including major system enhancements and application rewrite efforts. The role acts as a key liaison between business stakeholders and development teams across the full Software Development Life Cycle (SDLC), ensuring clear, testable, and traceable requirements from discovery through post-implementation validation.

Key Responsibilities
  • Elicit, analyze, and document business and functional requirements using interviews, JAD sessions, workshops, surveys, and process analysis.
  • Translate business needs into user stories, use cases, SRS documents, wireframes, and mockups using clear and structured documentation standards.
  • Manage requirements through the SDLC, including traceability, change control, and validation of implemented solutions.
  • Improve business processes through analysis and re-engineering of workflows and system capabilities.
  • Collaborate with stakeholders and development teams using TEA tools such as Jira and Modern Requirements.
  • Support peer mentoring and promote BA best practices across teams.
Required Qualifications
  • 8+ years experience in requirements elicitation and system requirements documentation.
  • 8+ years experience working in SDLC environments.
  • 8+ years experience in business process re-engineering and workflow improvement.
  • 8+ years experience writing user stories and use cases.
  • 8+ years experience creating wireframes or UI mockups aligned with UX best practices.
  • 5+ years strong communication, facilitation, writing, and documentation skills.
  • 4+ years experience working with or supporting education agencies or education technology vendors (TEA/state/federal/local preferred).
  • 2+ years experience using Atlassian Jira.
