Job description

JOB SUMMARY

The Business License Technician performs administrative and accounting duties related to the administration of the Town's Business License and Hospitality Tax Ordinances, including customer assistance, business licensing, compliance support, and revenue collection.

ESSENTIAL JOB FUNCTIONS:

  • Meets and consults with business license applicants to determine appropriate classification of business activity and rate class. 
  • Exercises sound judgment when dealing with the public in explaining the business license process to include classification of business, reporting requirements, and collection of taxes.
  • Explains reporting requirements, calculates, and collects business license taxes in accordance with established policies and procedures.
  • Coordinates with the building permit staff to ensure accurate collection of funds by reconciling building permit and business license calculations.
  • Communicates in person, by electronic mail, phone, and mail with businesses that have not renewed their business licenses. 
  • Researches expired licenses to determine status.
  • Receives and reviews complaints regarding businesses operating without a license.
  • Compiles and processes business license applications for solicitor permits, peddler permits, and taxi and shuttle services to ensure local requirements are met.
  • Reviews newly established businesses for proper compliance.
  • Manages license administration for construction projects and is the primary contact for business license compliance issues.
  • Maintains business license files used by division staff on a daily basis.
  • Reconciles collections with reports on a daily basis.
  • Updates contractor reports on a daily basis.
  • Assists Business License Official in researching and compiling data requested by business owners and other government agency officials.
  • Assists planning department members and building inspection staff in researching information needed for code enforcement and building inspection issues.
  • Researches and addresses basic questions concerning operating a business in Mount Pleasant.
  • Performs other related assigned duties.

MINIMUM REQUIREMENTS TO PERFORM WORK:

  • Associate degree and two (2) years of related work experience;
  • Or equivalent combination of education and experience.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of municipal ordinances related to business licensing and hospitality taxes.
  • Knowledge of customer service principles.
  • Knowledge of office procedures and machines;
  • Knowledge of basic bookkeeping or accounting principles;
  • Skill in being well organized;
  • Skill in data processing;
  • Skill in the use of personal computer and financial software;
  • Ability to interpret and apply ordinances, regulations, and policies.
  • Ability to perform mathematical calculations accurately.
  • Ability to analyze financial and licensing information.
  • Ability to handle problems and emergencies effectively;
  • Ability to multitask efficiently;
  • Ability to communicate clearly, both orally and in writing;
  • Ability to maintain confidential information;
  • Ability to maintain, manage, and organize records;
  • Ability to meet and deal appropriately and effectively with town employees, officials and the public.

PHYSICAL REQUIREMENTS:

The work is primarily performed in an office environment and requires the ability to communicate effectively; operate a computer and standard office equipment; sit, stand, and walk for extended periods; perform repetitive keyboarding; handle documents; and occasionally lift or move materials weighing up to 10 pounds. Work is performed primarily in a professional office environment with frequent interaction with employees, business owners, contractors, and the public. The position requires managing multiple priorities, maintaining confidentiality, and meeting established deadlines. Occasional travel within Town facilities may be required.
