Work Arrangement: Primarily based at a contractor site within 30 driving miles of downtown Washington, D.C., with onsite support at Department of State facilities as required

Blue Rose Consulting Group is seeking an experienced Business Analyst to support requirements analysis, business process improvement, stakeholder coordination, and operational planning for a federal customer.

The Business Analyst will work closely with business stakeholders, program leadership, and technical teams to understand operational needs, document requirements, evaluate existing processes, and identify opportunities to improve efficiency and effectiveness. This role will help bridge the gap between business objectives and technical solutions by translating mission and operational needs into clear, actionable requirements.

This position requires U.S. citizenship and the ability to obtain and maintain a Secret security clearance.

What you’ll do
  • Gather, analyze, document, and validate business, functional, and operational requirements.
  • Facilitate requirements-gathering sessions with business stakeholders, subject matter experts, technical teams, and program leadership.
  • Translate stakeholder needs and business objectives into clear, actionable requirements for technical and operational teams.
  • Analyze current business processes, workflows, procedures, and systems to identify inefficiencies, gaps, risks, and opportunities for improvement.
  • Develop current-state and future-state process documentation to support business transformation and system enhancement initiatives.
  • Conduct organizational studies, evaluations, and business process analyses to help improve operational effectiveness.
  • Identify and recommend opportunities for process simplification, standardization, automation, and optimization.
  • Assess the operational and business impacts of proposed system, process, policy, or procedural changes.
  • Coordinate with technical teams to ensure proposed solutions align with documented business requirements and operational objectives.
  • Serve as a liaison between business stakeholders and technical teams throughout the requirements, development, testing, and implementation lifecycle.
  • Develop business requirements documents, functional requirements, process flows, use cases, user stories, acceptance criteria, and related documentation.
  • Support prioritization of requirements based on mission needs, business value, dependencies, risks, and technical considerations.
  • Assist stakeholders in evaluating solution alternatives and understanding potential operational impacts.
  • Support user acceptance testing by developing test scenarios, validating functionality against requirements, and documenting results.
  • Track requirements through implementation and help ensure delivered solutions satisfy established business needs.
  • Develop and maintain operational guidance, standard operating procedures, process documentation, and other materials supporting effective program operations.
  • Identify business risks, dependencies, assumptions, and constraints and communicate them to appropriate stakeholders.

  • Support continuous improvement efforts by monitoring implemented processes and identifying additional opportunities for optimization.
QualificationsMinimum Qualifications
  • Bachelor’s degree in Business Administration, Information Systems, Management, Computer Science, or a related discipline.
  • Active Secret security clearance.

  • Demonstrated experience gathering, analyzing, documenting, and validating business or functional requirements.
  • Experience conducting business process analysis and identifying opportunities to improve efficiency and effectiveness.
  • Experience working with stakeholders to understand operational challenges, business needs, and desired outcomes.
  • Ability to translate complex business needs into clear requirements and actionable recommendations.
  • Experience developing process flows, requirements documentation, procedures, reports, or other business analysis artifacts.
  • Experience assessing the business and operational impact of proposed changes.
  • Strong analytical, critical-thinking, problem-solving, and organizational skills.
  • Strong written and verbal communication skills with the ability to communicate effectively with both technical and non-technical audiences.
  • Ability to manage multiple priorities and requirements in a dynamic project environment.
  • Ability to obtain and maintain a Secret security clearance.
