Job description

Duties Description Under the guidance of an RCS-2 or above, the RCS-1 reports directly to an RCS-2, conducting investigative activities as assigned. The incumbent must be able to perform the following Essential Functions: 1. Plan and conduct investigations which identify illegal activities designed to evade the New York State Tax Law by using effective organizational skills, tact, and diplomacy while performing with the highest level of integrity.

2. Utilize investigatory techniques, and knowledge of investigative principles, including surveillance, witness/target interviews, financial record and database analysis to advance investigations and obtain evidence of tax crimes. 3.

Familiarity with New York State Tax Law, Penal Law and Criminal Procedure Laws. 4. Write detailed narrative reports of investigative activities and make appropriate updates to the case management system while maintaining a case load.

5. Utilize Department databases to identify, locate, and interview individuals related to investigations. 6.

Facilitate arrest/enforcement activities. 7. Perform enforcement, regulatory, and licensing investigative field actives.

8. Engage in undercover work. 9.

Draft and issue subpoenas, criminal summonses, and desk appearance tickets. 10. Establish, maintain, and preserve evidence and the chain of custody 11.

Testify in court and administrative hearings. 12. Provide investigative support to prosecutors during trial preparation and court proceedings.

13. Conduct regulatory inspections, business premise inspections, and assist in civil enforcement activities. 14.

Prepare tactical plans. 15. Apply for and execute search warrants.

16. Maintain a valid New York State driver license, pistol permit, and New York State peace officer status. 17.

Appropriately carry, safeguard, maintain, qualify with, and -if necessary- use Department-issued firearm. 18. Safely operate Department vehicles in accordance with all policies and applicable laws.

19. Adhere to and comply with Department and Division policies, including attendance and leave rules, outside employment and personal weapon ownership. 20.

Successfully and timely complete all mandatory and assigned training. 21. Act as team member, working with other investigators, auditors, and attorneys within the Department, and with outside law enforcement agencies and prosecuting agencies on investigations and during joint enforcement activities.

22. Interact with others in a respectful, honest, clear, and culturally aware manner. 23.

Demonstrate good communication and interpersonal skills. 24. Accept full accountability for success in carrying out job responsibilities.

25. Take direction from the District Office Management Team. 26.

Travel, including overnight, for investigations, training, and other official business. 27. And other duties as assigned.

Candidate must reside in and maintain New York State residency during and at the start of employment. Candidates must be eligible for appointment as a New York State Peace Officer as established under New York State Criminal Procedure Law. Once selected, candidate must be able to fulfil and successfully complete a Peace Officer Academy.

Candidate is required to meet physical, medical, and psychological standards established for the position. Minimum Qualifications Candidate will be designated as a peace officer and must be a United States Citizen, reside, and maintain permanent residency in New York State, and must have a valid New York State Driver License. Once selected, must be able to successfully complete a Peace Officer Academy All Revenue Crimes Specialist/Trainee candidates are required to meet physical, medical, and psychological standards.

Candidates must submit to a complete background check including credit, criminal history, tax compliance, residence checks, reference interviews, and other relevant issues. Candidates must be able to obtain and maintain a valid New York State pistol permit to carry a service weapon. Cannabis use is not permitted for employees in this title.

Pre-employment screening will include testing for cannabis and may be the basis for disqualification in the hiring process, and removal from employment. Appointment to each level of the 2-year traineeship will depend on which minimum qualifications are met. You may qualify to be appointed into the Trainee 1, Trainee 2, or journey level.

The minimum qualifications are below for each level: TRAINEE 1: 1. Bachelor's degree OR 2. Associates degree and two years' experience in conducting investigations of tax crimes, white collar crime and/or conducting related field investigations of criminal activities which includes establishing a chain of evidence TRAINEE 2: 1.

Bachelor's degree and one year of experience in conducting investigations of tax crimes, white collar crime and/or conducting related field investigations of criminal activities which includes establishing a chain of evidence; OR 2. Associates degree and three years' experience in conducting investigations of tax crimes, white collar crime and/or conducting related field investigations of criminal activities which includes establishing a chain of evidence REVENUE CRIMES SPECIALIST 1: 1. Bachelor's degree and two years of experience in conducting investigations of tax crimes, white collar crime and/or conducting related field investigations of criminal activities which includes establishing a chain of evidence; OR 2.

Associate's degree in criminal justice and four years of experience in conducting investigations of tax crimes, white collar crime and/or conducting related field investigations of criminal activities which includes establishing a chain of evidence; OR 3. Six years of experience in conducting investigations of tax crimes, white collar crime and/or conducting related field investigations of criminal activities which includes establishing a chain of evidence Additional Comments Schedule, Travel and Telecommuting to be discussed at interview. The salary listed is a range, starting from the Trainee 1 level and ending at the Journey level, this will depend on what level the candidate is coming in at.

Trainee 1 is equated to SG 14 $53,764 - $68,630. Trainee 2 is equated to SG 16 $59,994 - $76,359. Journey Level is equated to SG 18 $66,951 - $85,138 Plus location pay New York State is an equal opportunity employer.
