Overview:
Performs supervisory work in the planning, directing and management of building operations for the assigned Chicago facilities; supervises staff involved in the maintenance of the facilities, determining work standards and developing methods of improved standards for building cleanliness and overall productivity in the staff; ensures that subordinate work assignments are completed; provides input on staffing needs and discusses any personnel issues that may arise to the Executive II; communicates daily with the Executive II on issues that may arise, communicates with building occupants/various agencies and generates work orders to be done in their respective buildings or as designated by Executive II.
Duties and Responsibilities:
  • Plans, directs, coordinates and manages building operations for the assigned Chicago facilities, including establishing, enforcing, and maintaining building maintenance and preventative maintenance programs; plans, directs and coordinates the repair and maintenance of the buildings; inspects and reviews building operation and maintenance to secure maximum usefulness and economic life of equipment, facilities and structure; insures that contractual agreements with vendors, including garbage disposal, fire extinguisher, window cleaning, uniform and linens, termites, etc., are complied with; maintains and enforces safety standards and adequate inspection procedures including coordinating the building evacuation plan in case of fire or tornadoes. 
  • Plans, directs, and coordinates the activities of janitorial staff engaged in providing custodial care, recommending and implementing improved procedures for janitorial operations.  Determines staffing needs that require a high degree of knowledge and expertise in divisional operations and procedures. Determines that all standards are met by daily analyzing the tasks of the janitors; ensures that each area of assignment has been completed.  Performs daily inspection of assigned facility to ensure building cleanliness and janitorial productivity.  Brings staffing needs to the attention of Executive II.  Communicates daily with Executive II to receive directives and to discuss any operational or procedural problems.
  • Generates work orders for repairs that are necessary in the building.  Prepares written reports as requested by Executive II.  Attends divisional meetings as requested or required.
  • Requests necessary equipment, materials, and supplies for maintenance and repairs as needed; maintains inventory on the same; consults with Supervisor on renovations, alterations, and major maintenance problems; inspects contracted work for compliance with specifications.
  • Communicates via telephone or correspondence with various divisional management or other agencies as it relates to custodial care. Investigates complaints affecting subordinate areas of assignment, exercises judgment and responsibility when determining prompt resolutions to area(s) of concern.
  • Performs other duties as assigned or required.
Education and Experience:
Requires knowledge, skill and mental development equivalent to completion of four years of college preferably with courses in engineering and two years of administrative experience, preferably including experience relative to building management.
Knowledge, Skills and Abilities:
  • Requires extensive knowledge of the principles and modern practices of building management
  • Requires extensive knowledge of state and federal requirements for repairs, alterations and installations.
  • Requires working knowledge of county, municipal and state building codes and fire regulations.
  • Requires ability to establish and carry out a building operation and maintenance program.
  • Requires ability to maintain working relationships with administrators, employees and the general public.
  • Requires ability to exercise discretion and judgment in making important work decisions and to apply and interpret department policies and procedures.
  • Requires ability to adapt administrative directives, procedures and operations and to evaluate their efficiency and effectiveness.
  • Requires willingness to travel and possession of a valid Illinois driver’s license as required by individual positions within the class.
  • Requires the ability to lift and carry 10 lbs.
