On-site in Aberdeen Proving Ground, MD

Our client seeks a Budget Analyst to support Project Manager Tactical Network, Business Management Division on an ACAT-1D DoD program. The role will formulate, present, and execute annual operating budgets, develop multi-year estimates, and maintain operating budgets. The analyst will compile narrative and statistical materials for briefings, prepare documentation for budget actions, and monitor execution to ensure proper allocation and timely obligation of funds. The role will exercise budget controls across obligations and expenditures, including salaries, travel, and related expenses, and provide program management and acquisition support.

Due to federal security clearance requirements, applicant must be a United States Citizen with an active Secret clearance. This is a contract to hire opportunity. Applicants must be willing and able to work on a w2 basis and convert to FTE following contract duration. For our w2 consultants, we offer a great benefits package that includes Medical, Dental, and Vision benefits, 401k with company matching, and life insurance.

Rate: $55.00 to $65.00/hr. w2

Responsibilities:
  • Provide program management and acquisition support for PM Tactical Network, Business Management Division.
  • Formulate, present, and execute annual operating budgets.
  • Develop annual and multi-year budget estimates and maintain operating budgets.
  • Prepare documents for budget estimates, supplemental appropriations, reprogramming, apportionments, and allotments.
  • Plan, establish, monitor, and participate in life cycle program financial execution for assigned systems and equipment.
  • Compile narrative and statistical materials and prepare exhibits and background information for program briefings.
  • Analyze budget requests, assess unforeseen factors, and explore alternative funding sources.
  • Develop justifications, impact statements, and forecasting data for obligations.
  • Monitor execution of approved budgets to ensure timely and effective obligation and expenditure of funds.
  • Recommend adjustments within budget line items based on program changes, staffing, and funds availability.
  • Exercise budget controls over obligations and expenditures, including salaries, travel, and expenses.
  • Forecast and execute prior, current, and budget year programs.
  • Develop and prepare data and narrative justifications for long-range budget exercises.
Experience Requirements:
  • Experience or familiarity with DoD program acquisition.
  • Experience with General Fund Enterprise Business Systems (GFEBS).
  • Proficiency with Microsoft Excel, Word, and PowerPoint.
  • Experience with SharePoint.
  • Ability to work independently and collaboratively.
  • Strong communication and organizational skills.
  • Ability to obtain and maintain an interim and final security clearance; active Secret preferred.
Education Requirements:
  • BA or BS in Accounting, Mathematics, Political Science, Economics, Business, or equivalent preferred. Two to four years of relevant experience preferred.
  • Active secret clearance.
