Reaching speeds of more than 186 miles per hour, this 218-mile high-speed rail service will take passengers from Las Vegas to the Greater Los Angeles area twice as fast as the normal drive time.

Your Purpose:
As a VP - Track Construction you will lead the delivery of all track infrastructure for a Class 9 High-Speed Rail program. The successful candidate is responsible for the successful planning, design oversight, construction, contract administration, regulatory compliance, testing readiness, and final acceptance of all track assets. This role requires extensive experience delivering rail infrastructure under the regulatory oversight of the Federal Railroad Administration (FRA), ensuring compliance with applicable federal regulations, safety requirements, and project specifications.

Your Role:
  • Lead all aspects of track delivery from design through final acceptance for a Class 9 high-speed rail program.
  • Provide executive oversight of track design reviews to ensure constructability, maintainability, operational performance, and FRA compliance.
  • Direct project management activities including budget, schedule, risk, staffing, and executive reporting.
  • Lead contract administration, procurement support, change management, claims resolution, and contractor performance.
  • Oversee construction of ballasted and slab track, turnouts, rail systems, and associated infrastructure.
  • Ensure effective coordination with civil, systems, OCS, TPSS, signaling & communications, testing, rolling stock, and operations teams.
  • Establish and oversee quality assurance, inspection, testing, and turnover processes leading to infrastructure acceptance.
  • Ensure compliance with all applicable FRA regulations, 49 CFR requirements, project specifications, safety standards, and quality requirements.
  • Serve as the executive interface with owners, contractors, engineering consultants, regulatory agencies, and operations stakeholders.
  • Lead the successful turnover of track infrastructure for dynamic testing, commissioning, and revenue service.

Managerial Responsibility:
Direct supervisory responsibility including the to hire, transfer, suspend, layoff, recall, promote, discharge, assign, reward or discipline or effectively recommend such actions.
Experience & Qualifications
Required Education and Experience:
  • Minimum 15 years of railway infrastructure experience, including at least 10 years in senior leadership roles.
  • Demonstrated experience delivering railway infrastructure for passenger and/or freight operations
  • Extensive experience working with the FRA and applying FRA regulations, safety standards, and project acceptance requirements.
  • Proven leadership of large, complex transportation infrastructure projects using Design-Build, Progressive Design-Build, EPC, or similar delivery models.
  • Strong experience in track systems, construction management, contract management, project controls, quality management, and stakeholder engagement.

Preferred Education and Experience:
  • BS in engineering or associated discipline
  • Demonstrated experience delivering high speed railway infrastructure (186-220+ mph / 300-350+ km/h)
  • Direct experience with Class 7, 8, and 9 track design and construction
  • Familiarity with international high-speed rail standards and best practices, including EN standards
