The Digital Sector at Leidos is seeking a Project Manager to support cloud modernization initiatives for the United States Coast Guard (USCG) at the Command, Control, Communication, Computer, Cyber, and Intelligence Service Center (C5ISC) in the Alexandria, VA area. This role will primarily support the UiPath Application Service area as well as offering an exciting opportunity to support mission-critical cloud transformation efforts focused on AWS and Azure cloud environments. The successful candidate will work closely with government stakeholders, technical teams, cloud engineers, customer success personnel, and program leadership to coordinate cloud migration and modernization activities, facilitate application onboarding efforts, and ensure successful delivery of project objectives. The ideal candidate combines strong project management fundamentals with technical aptitude, exceptional organizational skills, and experience supporting Agile teams. This individual will play a critical role in managing schedules, coordinating stakeholders, administering Jira and Confluence, and facilitating the successful onboarding of applications and workloads into cloud environments.

Primary Tasks

  • Project Management & Delivery
  • Develop, maintain, and manage project schedules, work breakdown structures (WBS), roadmaps, milestones, and project plans using Jira, Microsoft Project and/or other related tools.
  • Track project execution against scope, schedule, risks, dependencies, and deliverables.
  • Support requirements gathering, documentation, and stakeholder coordination activities throughout the project lifecycle.
  • Facilitate project meetings, status reviews, action item tracking, and customer communications.
  • Monitor Agile delivery metrics, sprint progress, burn-down charts, and team performance indicators.
  • Identify project risks, issues, and dependencies and coordinate mitigation strategies with stakeholders and technical teams.
  • Prepare project status reports, executive briefings, and customer-facing documentation.
  • Agile & Collaboration Support
  • Support Agile delivery teams through backlog management, sprint planning coordination, sprint reviews, and retrospectives.
  • Collaborate with Product Owners, Scrum Masters, Solution Architects, and engineering teams to prioritize and track work.
  • Promote Agile, Scrum, and continuous improvement practices across project teams.
  • Facilitate communication and coordination between technical teams, customer stakeholders, and program leadership.
  • Jira & Confluence Administration
  • Serve as a Jira and Confluence administrator supporting project and customer collaboration needs.
  • Configure and maintain Jira projects, workflows, dashboards, permissions, issue types, and reporting capabilities.
  • Manage user provisioning, access requests, workflow implementation, and process improvements.
  • Develop and maintain Confluence spaces, templates, knowledge repositories, and project documentation.
  • Provide user support and training related to Jira and Confluence processes and best practices.

Basic Qualifications

  • Bachelor's Degree in Information Technology, Computer Science, Business, Project Management, Engineering, or a related field with 8+ years of relevant experience; additional experience may be considered in lieu of degree orMasters with 6+ years of prior relevant experience.
  • 3+ years of experience supporting technical projects, IT modernization initiatives, software development efforts, cloud migration projects, or related technology programs.
  • Experience managing project schedules, milestones, risks, dependencies, and deliverables.
  • Experience using Microsoft Project to develop and maintain project plans, schedules, and work breakdown structures.
  • Hands-on experience administering Jira and Confluence, including workflows, permissions, dashboards, and reporting.
  • Experience supporting Agile and/or Scrum teams in project management, Scrum Master, project coordinator, or related capacity.
  • Strong organizational, analytical, and problem-solving skills.
  • Excellent verbal and written communication skills with the ability to engage effectively with technical and non-technical stakeholders.
  • Experience facilitating meetings, documenting requirements, tracking action items, and driving projects to completion.
  • Ability to manage multiple priorities in a fast-paced customer environment.
  • Proficiency with Microsoft Office Suite, including Excel, PowerPoint, Word, and Outlook.
  • U.S. Citizenship and ability to obtain and maintain a DoD Secret Clearance.

Preferred Qualifications

  • Experience supporting DHS, U.S. Coast Guard, DoD, or other federal government IT modernization programs.
  • Project Management Professional (PMP), Certified Associate in Project Management (CAPM), Certified ScrumMaster (CSM), PMI-ACP, SAFe, or equivalent certification.
  • Business Analyst experience, including requirements elicitation, process mapping, and stakeholder analysis.
  • Familiarity with AWS, Azure, cloud migration, cloud modernization, or enterprise IT transformation initiatives.
  • Familiarity with DevSecOps, CI/CD pipelines, and modern software delivery practices.
  • Knowledge of PMBOK project management principles and Agile delivery frameworks.
  • Experience supporting technical teams in cloud engineering, cybersecurity, infrastructure modernization, or enterprise IT environments.
