About the Commission for Higher Education:
Created in 1971, the Indiana Commission for Higher Education (CHE, Commission) is the State's higher education coordinating agency, driven to improve economic and social mobility for fellow Hoosiers through postsecondary education and training, and is a part of Governor Mike Braun's Office of Education. Role Overview:
The Manager for Academic Affairs and Transfer supports the Commission's Academic Affairs Team in fulfilling multiple statutory responsibilities relating to high school dual credit/enrollment and the transfer of academic credit among all public and participating private non-profit institutions. The Manager will directly support the Director of Academic Affairs and Transfer in maintaining and optimizing the statewide academic transfer system, notably the Indiana College Core (ICC), the Core Transfer Library (CTL), exams for credit equivalencies, the Statewide Transfer and Articulation Committee (STAC), Transfer Single Articulation Pathways (TSAPs) between community colleges and state universities, and 'Reverse Transfer' for former community college students. Duties include maintaining the Commission's public-facing resources and online tools, such as My College Core and TransferIN. The position works with public and independent institutions to maintain up-to-date Advanced Placement (AP), CLEP, Cambridge International, and International Baccalaureate (IB) exam equivalencies. The Manager will regularly liaise with colleagues in the State of Indiana's Education Vertical and relevant external stakeholders regarding high school dual credit/dual enrollment, particularly in relation to policy development, implementation, and promotion.
The position affords an excellent introductory opportunity to learn from and contribute to the various workflows of the wider Academic Affairs Team, including constituent services, updating web resources, and facilitating stakeholder convenings. Moreover, the role will afford opportunities to directly contribute to the data and findings in annual reports, the revision of policies and procedures in response to shifting needs, and targeted research projects. This role will involve regular interaction with external partners as well as collaboration with other Commission teams, such as the Career & Technical Education Team.
The Manager is a direct report to the Director of Academic Affairs and Transfer.
Salary:

A Day in the Life:
The essential functions of this role are as follows:

• In support of the Director of Academic Affairs and Transfer, collaborate with the Commission's Career & Technical Education team and the Indiana Department of Education to update, maintain, and implement statewide dual credit/enrollment policies in an atmosphere of unprecedented expansion and innovation, including the ongoing implementation of Indiana's redesigned high school diploma;
• Establish and maintain collaborative, working relationships with key external stakeholders, such as postsecondary institutions and K-12 dual credit organizations;
• Directly support the Director of Academic Affairs and Transfer in coordinating regular meetings with the STAC Committee and its subcommittees, the ICC Working Group, and ad hoc task forces, including the preparation and circulation of agenda materials;
• Serve as the primary lead to facilitate and track the complete submission of statutorily required transfer information to the Commission from state educational institutions on specified cadences throughout the year;
• Regularly update and continuously improve the Commission's public-facing online resources, including crucial databases for the CTL, TSAPs, and exam equivalencies for AP, CLEP, Cambridge International, and IB;
• Support the Director of Academic Affairs and Transfer in maintaining the CTL through annual faculty "Currency Reviews" of existing and proposed CTL courses, including preparing, distributing, gathering, and analyzing relevant materials through technology platforms;
• Support the process and procedures to onboard new private, non-profit institutions to accepting the ICC and participating fully in the CTL;
• Provide technical support regarding dual credit/enrollment, the ICC, and other transfer policies to high schools and postsecondary providers;
• Serve as the Commission's secondary lead for TSAP implementation, including the convening of TSAP faculty panels as necessary, and Indiana's 'Reverse Transfer' system in collaboration with state postsecondary institutions;
• Serve as the Commission's secondary lead for eTranscripts and other innovations to transcript academic credit and learning;
• Prepare informational items about Indiana's transfer initiatives to varying audiences, such as academic advisors, admissions representatives, registrars, and high school guidance counselors;
• Monitor and respond to certain Academic Affairs email inboxes;
• Undertake short-term, applied research projects to support the responsibilities of the Academic Affairs Team;
• Provide assistance, as necessary, to the wider Academic Affairs Teams on time-sensitive, high-priority projects, including the Commission's Academic Program Inventory, academic program reviews, and state authorization procedures;
• Assist all members of the Academic Affairs Team in developing and communicating policies, findings, and other useful information to key constituencies, especially secondary and postsecondary institutions, with the opportunity to draft narrative, graphics, and tables for internal and external reports.

Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary. Commission employees report to the Central Office in Indianapolis five days per week.
What You'll Need for Success:
A successful candidate will have:

• Excellent organizational skills to facilitate multiple, simultaneous projects with differing deadlines in support of the Director of Academic Affaris and Transfer and, as needed, across the wider Academic Affairs Team's workflow;
• Ability to work collaboratively in a team setting, display initiative in identifying work needing completion, and proactively helping other staff as needed in achieving the goals of the agency;
• Ability to establish and maintain collaborative relationships with external stakeholders, including anticipation of stakeholder needs and responsive customer service;
• Ability to obtain and gain knowledge in an evolving high school and early college programming space, including statutory requirements and accredidation standards;
• Ability to research, interpret, and summarize program and policy information in a manner that provides actionable insights to advance the Commission's priorities and mission;
• Excellent written and verbal communication skills, including the ability to communicate complex and specialized program and policy information to a wide spectrum of audiences in a courteous and effective manner; and
• A working knowledge of Adobe PDF and Microsoft Office applications. Familiarity with project management platforms is desirable but not necessasry.
