Job description

WSU Tech's National Center for Aviation Training (NCAT) has partnered with Boeing Wichita to establish the Boeing Workforce Training Center - an approximately 35,000-square-foot facility located near WSU Tech's South Campus at East Harry Street and South Oliver Avenue. The center will serve as a centralized training hub for Boeing Wichita's workforce, with the capacity to support thousands of trainees annually. The Site Manager - Training Operations Leader will stand up and lead all operations from the ground, serving as WSU Tech's primary point of accountability to Boeing leadership on day one.

This is a high-visibility, high-accountability role. The person in this seat will be expected to build and sustain a professional, disciplined training environment that meets Boeing's workforce development standards while upholding WSU Tech's commitment to operational excellence. Deadlines are not suggestions. Execution is the standard.

We are seeking a seasoned operations or training leader who is equally comfortable managing complex logistics, leading large teams, and sitting across the table from Boeing executives - representing WSU Tech with professionalism and authority in every interaction.

Compensation: $87,500/yr

Your keyย responsibilitiesย will vary, but are not limited to:

Program Leadership & Execution

  • Assume full operational accountability for the Boeing Workforce Training Center program from day one
  • Ensure all training is delivered on schedule, on scope, and aligned to Boeing's defined workforce outcomes
  • Serve as WSU Tech's primary liaison to Boeing leadership - managing the relationship with professionalism, transparency, and urgency
  • Track trainee progression, program performance, and training effectiveness; escalate risks before they become disruptions
  • Build and continuously refine operational systems that support a scalable, growing training division

Division & Team Leadership

  • Lead, manage, and develop a large team of instructors and operational staff within the newly established training division
  • Establish clear expectations, performance standards, and accountability structures across the team
  • Foster a culture of professionalism, precision, and continuous improvement
  • Provide direct coaching, feedback, and professional development support to team members
  • Resolve personnel issues decisively and in alignment with WSU Tech policy

Operational & Project Management

  • Manage program timelines, staffing plans, facility readiness, and resource allocation simultaneously
  • Coordinate across instruction, logistics, administration, and facilities to ensure seamless daily execution
  • Implement and monitor operational processes that support efficiency, quality, and scalability
  • Maintain meticulous documentation, records, and reporting in support of program compliance and Boeing contractual requirements

Stakeholder Communication & Alignment

  • Provide Boeing leadership and internal WSU Tech stakeholders with regular, structured updates on program status, performance metrics, and risk
  • Ensure alignment of expectations between WSU Tech and Boeing at all levels of the partnership
  • Represent WSU Tech with executive-level professionalism in all Boeing-facing engagements
  • Escalate concerns proactively - no surprises

Safety, Quality & Compliance

  • Ensure all training activities fully adhere to applicable safety standards, Boeing requirements, and WSU Tech operational policies
  • Champion a zero-compromise culture around safety and quality across all training environments
  • Monitor and enforce compliance with all program policies, procedures, and contractual obligations

Requirements

Required

  • Bachelor's degree in Business Administration, Operations Management, Education, Engineering, or a related field, or equivalent experience
  • Minimum of 7 years of progressive leadership or management experience in operations, training, or workforce development
  • Demonstrated experience leading large teams in a fast-paced, deadline-driven environment
  • Proven ability to manage complex, multi-stakeholder programs with competing priorities and high accountability
  • Strong executive communication skills - written, verbal, and interpersonal - with the ability to engage confidently with corporate partners
  • Exceptional organizational skills and a relentless attention to detail
  • Demonstrated ability to build and maintain strong external partnerships at the leadership level

Preferred

  • Master's degree in a relevant discipline
  • Experience in aerospace, manufacturing, defense, or another highly regulated technical industry
  • Background in workforce development, adult learning, or technical training delivery
  • Familiarity with Boeing systems, standards, or prior Boeing-facing contractual work
  • Project Management Professional (PMP) certification or equivalent formal training
  • Experience standing up new programs, divisions, or operational units from the ground up

Core Competencies

  • Executive Communication
  • Operational Accountability
  • Large Team Leadership
  • Stakeholder Management
  • Program & Projection Execution
  • Deadline Discipline
  • Risk Management
  • Process Improvement
  • Professional Representation

WHY THIS ROLE

The Boeing Workforce Training Center is one of the highest-profile workforce development initiatives in Wichita's history - a purpose-built, approximately 35,000-square-foot facility designed to onboard, develop, and sustain Boeing Wichita's aerospace workforce at scale. With Boeing's order backlog exceeding 6,100 airplanes and the center expected to support thousands of trainees annually, the operational stakes and visibility of this role are exceptional.

The person who steps into this role will have the resources, institutional support, and executive-level backing to build something significant. If you are a proven operator who leads from the front, holds yourself and your team to an uncompromising standard, and thrives at the intersection of workforce development and industry partnership - this role was built for you.
