Job Summary:
The Office of the Chief Administrative Officer (CAO)
provides operations support services and business solutions to the community of
10,000 House Members, Officers and staff. The CAO organization comprises more
than 800 technical and administrative staff working in a variety of areas,
including information technology, finance, budget management, human resources,
payroll, child care, food and vending, procurement, logistics and
administrative counsel.
This position is located in the Identity Governance
and Administration (IG&A) Directorate, Office of Cybersecurity (OCS), House
Information Resources (HIR). The purpose of the IG&A Directorate is to
provide policy, processes, and technology related to the authentication,
authorization, provisioning, management, and oversight of identity and user
access. This position serves as the Manager of Identity Management.
Key duties include managing daily and monthly
operational aspects of the Identity Hub, identity related user account updates,
analyzing data, and generating identity data and reports to provide key points
of contact across the House community, including for other solutions.
Responsibilities include supporting IG&A solutions such as Microsoft 365,
Active Directory, Okta, and the Identity Hub in BMC Helix.
The position has supervisory/managerial
responsibilities.
Primary Duties/Responsibilities:
  • Manages and
    monitors daily and monthly operational aspects of the Identity Hub including
    synchronization with other solutions.
  • Supports
    maintenance, operations, and development of identity solutions
  • Performs
    analysis and reporting functions related to identity and access management.
  • Provides
    identity data and reports to entities throughout the House related to identity
    management solutions and Active Directory
  • Updates
    House network accounts so they are appropriately mapped to identities.
  • Supports
    House entities with the use of identity solutions.
  • Interacts
    with entities throughout the House to confirm identity information especially
    related to House network accounts and user access.
  • Performs
    other official duties and special projects assigned.

Qualifications
Qualifications:
Minimum:
  • Bachelor's
    degree or equivalent work experience.
  • 5+ years of
    related experience.
  • Knowledge and experience with identity management
    solutions, including Active Directory
  • Ability to effectively communicate, both orally and in
    writing, with senior staff, information systems professionals, and
    non-technical users.
  • Ability to perform data analysis and communicate
    results.
  • Ability to produce robust reports based on user
    requirements and data architecture.
  • Knowledge of all phases of application development

Preferred:
  • Bachelor's degree preferred
  • Experience with identity management technologies such
    as Okta or BMC Helix preferred.
  • Relevant technical, software, or project management
    certifications preferred.
