Job Summary:

The Dark Web Analyst supports the program agnostic Analytics Group within National Headquarters and conducts open-source analysis to identify and develop intelligence on targets operating on the clear and dark webs for all Inspection Service investigations. The analyst provides actionable intelligence through cryptocurrency tracking and analysis, open source and dark web intelligence and social media analysis, geospatial mapping and data visualization, and USPS backend and network data exploitation.

Essential Functions and Responsibilities:

  • Experience in open or all source intelligence gathering and analysis.
  • Ability to work independently and as part of a team.
  • Ability to manage multiple projects and tasks with competing priorities and meet deliverables.
  • Demonstrated experience in using cyber intelligence tools and software tools to actively search and mine the publicly available Internet and the dark net/deep web.
  • Advanced understanding of the methods used by cyber-criminals to hide themselves on the Internet, how the cyber-criminals conduct online business and what are the various marketplaces and forums the cyber- criminals operate within.
  • Ability to use technology solutions to actively search, analyze and prioritize the various marketplaces and cyber-criminals to identify high value targets, analyze and trace cryptocurrency.
  • Ability to conduct analyses and research and to report results using tabular, pictorial or graphical techniques.
  • Demonstrated experience in visual tools such as Qlik, Microstrategy, Tableau and/or i2 Analyst Notebook.
  • Ability to provide summary and detailed results to various levels of an organization in formats which are easy to understand; showing conclusions and relationships.
  • Evaluate Internet information from social media, chats, forums, dark net, TOR network, news feeds, internet relay chats cryptocurrency and blockchain data, and other sources of data openly available on the Internet.
  • Perform a prioritized assessment of the data to identify the most critical and reliable data in order to identify cryptocurrency usage, locations, accounts, services, travels, email addresses, IP addresses and other pattern of life data in an effort to determine physical attribution of an Internet identity.
  • Conduct blockchain analysis, trace the flow of funds, and complete comprehensive reports and charts, with their findings.
  • Analyze cryptocurrency exchange subpoena returns and provide comprehensive analysis on the contents of those returns in the context of the inspector's investigation.
  • Respond to Requests for Assistance/Information for USPIS investigations, responsibilities and areas of concern.
  • Provide subject matter expertise in cryptocurrency and blockchain technology, provide training and guidance to inspectors and other analysts within the organization.
  • Provide intelligence and investigative reports which represent the steps taken, the data sources reviewed, and the conclusions drawn from the evaluation of the Internet information.

Minimum Qualifications & Skills:

Bachelor's degree from an accredited college or university is preferred, and a minimum of 5 years of relevant work experience supporting Crypto Currency investigations is required.

Applicants selected may be subject to a government background investigation and may be required to meet the following conditions of employment.

Security Requirements/Background Investigation Requirements:

  • Must be a U.S Citizen or Legal Permanent Resident.
  • Favorable credit check for all cleared positions
  • Successfully passing a background investigation including drug screening.
  • Residency requirement - 3 consecutive years in the last 5 years.

Physical Requirements/Working Conditions:

  • Standing/Walking/Mobility: Must have mobility to attend meetings with other managers and employees.
  • Climbing/Stooping/Kneeling: 10% of the time.
  • Lifting/Pulling/Pushing: 10%
  • Fingering/Grasping/Feeling: Must be able to write, type, and use a telephone system 100% of the time.
  • Sitting: Sitting for prolonged and extended periods of time.
