Job Summary
The Enterprise Tooling Program Manager is responsible for the strategic leadership, governance, and performance of Bird Electric's enterprise-wide tooling and asset management program. This role serves as the primary point of contact for tooling operations across the organization and is accountable for ensuring the availability, utilization, inventory accuracy, maintenance, and lifecycle management of company-owned tools and equipment.
The Enterprise Tooling Program Manager provides oversight and support to regional Tool Coordinators and operational stakeholders while establishing standardized processes, policies, and controls that promote consistency, accountability, and operational efficiency across all Bird Electric locations. This position is responsible for maintaining the integrity of the company's Tool Management and Inventory Management Systems and ensuring accurate asset tracking, reporting, and inventory visibility throughout the organization.
This role owns enterprise tooling strategy, budgeting, capital planning, vendor management, and performance reporting. The Enterprise Tooling Program Manager develops and manages relationships with tooling manufacturers, distributors, rental providers, repair vendors, and technology partners to ensure competitive pricing, service quality, and alignment with organizational objectives. The position is responsible for identifying opportunities to improve tool utilization, reduce loss and shrinkage, optimize inventory investments, and support safe and efficient field operations.
Working closely with Operations, Fleet, Procurement, Finance, and Regional Leadership, the Enterprise Tooling Program Manager utilizes data, inventory analytics, and field feedback to support business growth, project execution, and continuous improvement initiatives. This role develops long-term asset strategies related to acquisition, deployment, maintenance, replacement planning, and program standardization across the enterprise.
This position requires periodic travel to regional facilities, warehouses, tool rooms, and project locations to support program audits, inventory reviews, vendor partnerships, training initiatives, and operational alignment across the organization
Key Responsibilities
Enterprise Tool Program Leadership
- Own and manage the enterprise-wide Tooling Program strategy.
- Establish and maintain standardized tooling policies, procedures, and operating practices across all regions.
- Serve as the primary point of contact for tooling operations and tool management initiatives.
- Provide leadership, support, and guidance to regional Tool Coordinators.
- Develop and execute continuous improvement initiatives focused on efficiency, accountability, and cost management.
Inventory & Asset Management
- Maintain accountability for enterprise tooling inventory accuracy and visibility.
- Develop inventory control standards, cycle count processes, and audit programs.
- Monitor inventory levels and asset availability to support operational needs.
- Analyze asset utilization trends and recommend redistribution, replacement, acquisition, or disposal strategies.
- Establish asset lifecycle management processes from acquisition through retirement.
Vendor & Supplier Management
- Manage strategic relationships with tooling vendors, rental providers, repair facilities, and manufacturers.
- Negotiate pricing, service agreements, and support programs to maximize value for the organization.
- Evaluate vendor performance through established scorecards and key performance indicators.
- Coordinate warranty claims, equipment repair programs, and supplier issue resolution.
- Lead sourcing efforts for tooling and related services.
Financial Management & Budgeting
- Develop and manage the annual tooling budget and capital plan.
- Forecast tooling expenditures and support long-range planning initiatives.
- Monitor tooling spend, repair costs, rental expenses, and inventory investment.
- Identify cost reduction opportunities through standardization, utilization improvements, and vendor negotiations.
- Provide leadership with regular reporting on tooling investments and program performance.
Systems & Reporting
- Maintain ownership of the enterprise tool management system (ToolWatch or successor platforms).
- Ensure data integrity, reporting accuracy, and system adoption across the business.
- Develop dashboards and KPI reporting related to:
- Inventory accuracy
- Asset utilization
- Tool availability
- Loss and damage rates
- Repair costs
- Vendor performance
- Budget performance
- Provide executive-level reporting and recommendations to leadership.
Asset Lifecycle & Maintenance Management
- Establish preventative maintenance standards and replacement schedules for tooling assets.
- Oversee repair, calibration, certification, and inspection programs as required.
- Ensure critical tooling assets remain available and serviceable to support operations.
- Identify aging assets and develop replacement strategies.
Operational Support
- Partner with Operations, Fleet, Procurement, and Regional Leadership to align tooling resources with business needs.
- Support project mobilizations and major operational initiatives through tooling planning and coordination.
- Assist regions with tooling-related problem resolution and escalation management.
- Ensure tool inventories are positioned to support customer and operational requirements.
Management Responsibilities
Supervises work of others. Responsible for hiring, discipline, and pay administration of their subordinates.
Minimum Qualifications
- Minimum of seven (7) years relevant experience.
- Materials/Tooling management background.
- All applicants must be able to complete pre-employment onboarding requirements (if selected) which may include any/all of the following: criminal/civil background check, drug screen, and motor vehicle records search, in compliance with any applicable laws and regulations.
Preferred Qualifications
- 7+ years of experience managing tooling, equipment, fleet assets, inventory management, supply chain, or construction operations.
- Experience managing enterprise asset management or tool tracking systems.
- Strong understanding of inventory control, asset utilization, budgeting, and vendor management.
- Experience leading multi-site operations and driving process standardization.
- Experience negotiating supplier agreements and managing vendor relationships.
- Strong analytical and financial acumen.
- Advanced Microsoft Excel and reporting capabilities.
- Experience with ToolWatch or similar asset management platforms preferred.
- Construction, utility, industrial services, or heavy equipment industry experience preferred.
