We are seeking a highly motivated Senior Proposals/Bids Specialist to join our team supporting the Focal Plane Operations (FPO) semiconductor fabrication division at Raytheon Vision Systems (RVS). Raytheon Vision Systems (RVS) is a world leader in the research, design, and manufacturing of focal plane arrays and flight-based vision systems supporting a myriad of defense, surveillance, space, and weather tracking applications.

As an experienced professional, you will leverage your advanced analytical and technical expertise to drive the development, optimization, and management of proposal processes, contributing to key business initiatives and customer success. Significant interfacing is required with cross-functional team members, finance analysts, program managers, and functional management.

What You Will Do
  • Collaborate closely with the technical lead to ensure proposals are fully compliant with customer requirements and align with internal policies and standards.
  • Apply critical thinking to optimize and standardize the Focal Plane Operations (FPO) proposal process by developing Standard Work documentation, designing training packages, and automating bid generation and Basis of Estimate (BOE) creation where applicable.
  • Monitor and manage project budgets with precision, including the development, analysis, and presentation of Estimates at Complete (EAC), while demonstrating a thorough understanding and application of Earned Value Management (EVM) principles.
  • Provide support for Integrated Product Development System (IPDS) gate reviews and related administrative tasks, including bid preparation, proposal development, and process facilitation.
  • Conduct in-depth data analysis using critical thinking skills to identify trends and opportunities, and drive actionable results through effective collaboration with cross-functional teams.
  • Lead efforts in risk and opportunity management by identifying, analyzing, and mitigating potential impacts to ensure successful project execution.
Qualifications
  • Typically requires a university degree or equivalent experience and a minimum of 5 years prior relevant experience or an advanced degree in a related field and 3 years of experience.
  • Experience creating and responding to requests for bids, proposals and/or rough order of magnitude estimates.
We Prefer
  • Demonstrated strong leadership skills with the ability to effectively manage complex interpersonal interactions and make informed decisions.
  • Proficiency in computer applications, with a proven ability to quickly learn and adapt to new software tools and systems.
  • Working knowledge of fundamental semiconductor processes.
  • Familiarity with Supply Chain Management principles, scheduling practices, and Manufacturing Resource Planning (MRP) systems.
  • Practical experience with Integrated Product Development System (IPDS) processes and demonstrated strong financial acumen.
  • Outstanding communication, writing, and presentation skills, with the ability to convey complex concepts clearly and effectively.

The salary range for this role is 95,500 USD - 181,700 USD. The salary range provided is a good faith estimate representative of all experience levels.
