Power BI Developer / Data Analyst

A. Roles and Responsibilities
  • Perform deep analysis of budget, acquisition, finance, and investment-portfolio data and deliver Power BI solutions that surface key drivers of performance.
  • Mine, import, cleanse, and transform data from multiple sources; collect, audit, compile, and validate data for accuracy and completeness.
  • Build and maintain semantic models, relationships, DAX measures, and, where required, machine-learning models or AI visuals.
  • Create custom charts, calculations, filters, and interactive dashboards; produce ongoing and ad hoc reports using statistical or relational techniques.
  • Document data models, relationships, algorithms, and lineage; maintain a data dictionary.
  • Develop and implement enterprise BI and data-integration frameworks, workspace standards, and a Power BI roadmap for business process improvement.
  • Support the OCIO training manager with Power BI training content; collaborate with process-improvement SMEs to visualize workflows; produce website trend-analysis reports.
  • Ensure Power BI reports conform to Section 508 (alt text, tab order, contrast, accessible themes).
B. Experience and Qualifications
  • 5+ years of BI/analytics experience; 3+ years developing Power BI solutions in an enterprise environment.
  • Demonstrated experience analyzing financial, budget, or acquisition data and presenting findings to non-technical leadership.
  • Experience establishing BI standards or governance (workspace structure, naming, certification of datasets) and delivering user training.
  • Bachelor's degree in Data Analytics, Statistics, Computer Science, Finance, or related field (or equivalent experience).
  • Certification: Microsoft Certified Power BI Data Analyst Associate (PL-300) or Fabric Analytics Engineer Associate (DP-600). Preferred: Azure Data Fundamentals (DP-900); Trusted Tester or 508 report-accessibility training.
  • Eligible for a federal Public Trust background investigation and PIV credential.
