Where Youโ€™ll Work: The Y12 National Security Complex located in Oak Ridge, TN, plays a vital role in the U.S. Department of Energyโ€™s (DOE) Nuclear Security Enterprise. Y-12 provides manufacturing, technical, and scientific expertise to produce components, subassemblies, and quality evaluations to sustain a U.S. nuclear deterrent; reduce the threat from weapons of mass destruction; supply nuclear material to the Naval Reactors Program; and provide solutions to other emerging national security challenges. Y-12 has developed state-of-the-art capabilities in three core areas: nuclear technology and materials, security and consequence management, and manufacturing and technical services. Y-12 lends its specialized expertise to other federal agencies, such as the U.S. Departments of Defense (DOD) and Homeland Security, state and local governments, and private-sector companies. Projects at Y-12 include providing protective equipment to soldiers in combat, training National Guard units for radiological emergencies, and creating machining platforms that improve production and efficiency. Learn more about Y12 visit: https://www.y12.doe.gov/ About the Role: Responsible for executing technical activities of assigned projects to ensure efficient and timely completion of work in accordance with Government and Plant directives. Plans, coordinates, and directs activities to meet demands of Project Management (PM) mission in accordance with assigned organizational authorities and responsibilities. Responsibilities: Provide technical aptitude, integration and leadership for planning, scheduling, monitoring, configuration control, analysis, and reporting on multiple scopes of varying size, complexity, and level of risk.
Ensure Project Managers are provided with tools to confirm projects are on track, within budget and within compliance of requirements.
Participate in planning, development, monitoring, and control of project scope, cost, and schedule integration.
Utilize tools and systems necessary to effectively and proactively manage, control, and report on cost and schedule for concurrent projects.
Manage development of cost, schedule, and risk plans, collection of performance data, tracking data, analysis, development of forecast of estimate to complete, and reporting.
Ensure identification and tracking of changes/potential changes to project scope, ensuring estimates of cost changes and schedule impact are given visibility with client and PM.
Manage integration of cost and schedule data and reporting with companyโ€™s accounting and management information systems to facilitate meeting company performance and financial goals.
Interact with internal and external stakeholders to ensure proper business input is collected, analyzed, and resulting output distributed, as required.
Other duties as assigned. Requirements: Bachelor's degree or Master's degree + 10 years of relevant experience
Position requires demonstrated knowledge and experience of control systems including Earned Value Management and applicable project management processes.
Verifiable experience using Oracle Primavera P6 and Project Schedular work.
Demonstrate oral and written communication skills in reporting to customers and stakeholders.
Ability to work with personnel at all levels across organization and external stakeholders.
Ability to identify and develop required resources to support project schedules; ability to logically and systematically evaluate project and process problems to determine appropriate solutions; ability to interface with internal and external customers, including management, users and DOE, NNSA and NPO.
Must be a U.S. citizen.
Successful drug screening.
Must be eligible to obtain and maintain a security or clearance badge.
Requires a U.S. Department of Energy (DOE) Q security clearance; however, all qualified candidates will be considered regardless of their current clearance status
Preferred Qualifications: 25+ years of scheduling experience
15+ years of scheduling experience on DOE 413.3b projects, and a working knowledge and understanding of DOE policies, procedures, and requirements in areas associated with project controls.
Demonstrate advanced skills in planning and schedule compliance.
Demonstrate advanced skills in cost control, change management, and variance reporting.
Excellent interpersonal, verbal, and written communication skills, a high level of personal motivation, high standards, and the ability to work with the team and support organizations to address/resolve project issues and meet short deadlines.
Demonstrate advanced computer skills and proficiency with Microsoft Office, Primavera P6, SAP, and/or WebEVM (CloudEVM).
Advanced experience in Empower.
Cross functional experience in Project/Control Account Management for DOE projects; experience with managing multiple scopes of work and multiple vendors Location/Work Arrangement: This position is a Hybrid Work Arrangement at the Y12 National Security Complex in Oak Ridge, Tennessee with some travel/onsite requirements.
