Job description

Gritter Francona is looking for a VA Program Manager. The VA Program Manager provides strategic leadership, oversight, and execution support for complex enterprise healthcare initiatives supporting the U.S. Department of Veterans Affairs (VA) and the Veterans Health Administration (VHA). This position leads the planning, coordination, execution, and oversight of multiple high-visibility programs that advance VHA priorities, including the Federal Electronic Health Record (EHR) modernization, PACT Act implementation, access improvement initiatives, Ongoing Professional Practice Evaluation (OPPE), and other emerging enterprise initiatives.

The VA Program Manager is responsible for integrating contract management, project management, data analytics, budget application support, process improvement, and automation functions to ensure successful delivery of program objectives. This role serves as the primary interface between contractor leadership and VA stakeholders, ensuring program performance, compliance with contractual requirements, risk management, quality assurance, and continuous process improvement.

Key Responsibilities
  • Lead the planning, initiation, execution, monitoring, and closeout of complex healthcare programs supporting an integrated healthcare system.
  • Provide strategic oversight of enterprise initiatives, including Federal EHR implementation, PACT Act initiatives, access improvement efforts, OPPE, and other VHA priorities.
  • Manage contract performance, project schedules, deliverables, staffing, and resource allocation across multiple workstreams.
  • Collaborate with VA leadership and cross-functional stakeholders to establish priorities, resolve issues, and achieve targeted program outcomes.
  • Oversee program governance, risk management, performance reporting, and quality assurance activities.
  • Direct project management activities using industry best practices and established project management methodologies.
  • Provide oversight of data analytics, performance metrics, dashboard development, and reporting to support executive decision-making.
  • Support budget planning, financial tracking, and budget application management activities.
  • Identify opportunities for process improvement and automation to improve operational efficiency and program performance.
  • Lead organizational change management efforts supporting implementation of clinical, operational, and technology initiatives.
  • Ensure compliance with VA policies, federal regulations, and contractual requirements.
  • Mentor project managers and technical staff while fostering collaboration across multidisciplinary teams.
  • Master\'s degree from an accredited institution.
  • Minimum of ten (10) years of progressive experience in healthcare program management relevant to the requirements of this Performance Work Statement (PWS).
  • Project Management Professional (PMP) certification or a comparable project management certification.
  • Minimum of six (6) years of experience supporting a large corporation or government agency in a program or project management capacity.
Preferred Qualifications
  • Master\'s degree in a healthcare-related discipline, including Nursing, Healthcare Administration, Public Health, or a related field.
  • Six (6) or more years of experience working within or providing contract support to the Veterans Health Administration (VHA).
  • Experience implementing enterprise clinical and/or healthcare technology solutions within a large healthcare system.
  • Expert knowledge of organizational change management, process improvement, and implementation science methodologies.
  • Professional certifications such as Prosci Change Management, Lean, Lean Six Sigma Green Belt or Black Belt, or equivalent.
  • Strong technical knowledge of healthcare informatics, healthcare data analytics, performance measurement, and reporting.
  • Experience supporting enterprise governance, executive reporting, and strategic planning initiatives.
  • Familiarity with federal healthcare operations, VA policies, and healthcare modernization initiatives.
