Project Overview:
The project is a 1.3 GW simple-cycle power generation facility located in Millersport, Ohio, being constructed adjacent to a hyperscale data center campus. The facility includes multiple power generation technologies consisting of Solar Titan 130 gas turbines, Siemens SGT800 gas turbines, reciprocating engines, battery energy storage systems (BESS), substations, and associated balance of plant infrastructure.
The scope includes major civil, mechanical, electrical, structural, underground utility, control systems, and commissioning works required to support phased energization and turnover of the facility. Construction will be executed through a combination of direct hire and subcontracted labor supported by modularization, pre-assembly, offsite warehousing, and advanced work packaging methodologies.
Job Summary:
Coordinates workforce mobilization activities supporting project staffing requirements. Responsible for planning, coordinating, tracking, and facilitating personnel onboarding, travel logistics, site access, pre-employment requirements, orientation scheduling, and workforce readiness activities to ensure employees and craft professionals are mobilized safely, efficiently, and in accordance with project requirements. This role serves as a key interface between Workforce Services, Human Resources, project management, recruiting, security, medical, and field supervision functions.. #LI-TH1
Major Responsibilities:
  • Coordinate workforce mobilization and onboarding activities for project personnel.
  • Track workforce assignments, arrivals, departures, and staffing readiness status.
  • Coordinate site access requirements, badging, orientation schedules, and onboarding documentation.
  • Facilitate communication among recruiting, workforce services, labor relations, project controls, security, medical, and field supervision organizations.
  • Coordinate travel, lodging, transportation, and workforce logistics activities as assigned.
  • Monitor completion of employment, compliance, training, and mobilization requirements.
  • Prepare staffing reports, mobilization metrics, and workforce status updates.
  • Identify mobilization risks and recommend corrective actions to maintain workforce readiness.
  • Support employee transitions, demobilization activities, and reassignment efforts.
  • Maintain workforce records and coordinate workforce data management activities.
  • Assist project leadership with workforce forecasting and mobilization planning activities..

Education and Experience Requirements:
  • Bachelor's degree in Business Administration, Human Resources, Workforce Services, Construction Management, or related field preferred.
  • Typically 5+ years of workforce administration, mobilization, project services, logistics, recruiting, or human resources experience.
  • Experience coordinating large workforce populations in engineering, construction, industrial, or project environments preferred.

Required Knowledge and Skills:
  • Knowledge of workforce mobilization and onboarding processes.
  • Strong planning, coordination, and scheduling abilities.
  • Proficiency with workforce information systems and reporting tools.
  • Ability to manage multiple priorities and deadlines simultaneously.
