Job description

The Head of BCBS 239 program will oversee the implementation and maintenance of BCBS 239 standards across the organization. This role requires a deep understanding of diverse systems, theories, and practices relevant to risk reporting and data management, complemented by extensive practical experience across business cycles. An in-depth knowledge of the industry landscape and competitors' offerings is essential for achieving the business's commercial objectives.
The position demands a thorough grasp of the strategic direction within the organization, supported by robust Risk and Data frameworks and practical expertise specific to Data Governance. Superior communication skills are vital for influencing a broad range of stakeholders through extensive internal and external negotiations that significantly impact organizational areas.
This role involves defining an overarching vision for BCBS 239 compliance, refining and ensuring continuous improvement of an existing BCBS 239 methodology and execution framework, crafting technology tools to track and forecast progress towards compliance, and establishing appropriate policies and standards across a three lines of defense operating model. This role also involves leading the development of robust data governance controls in partnership with the bank's other control frameworks, ensuring compliance with regulatory commitments, and reducing the inherent risk of the bank's data capabilities.
As a senior leader, this role entails full management accountability for multiple teams, encompassing oversight of personnel, budgeting, and strategic planning. The incumbent possesses authority to independently negotiate and make critical decisions affecting company's risk management practices, budget allocations, or business operations in relation to BCBS 239 framework.
Responsibilities:
  • Develop a strategic plan for BCBS 239 compliance and risk and finance data dependency
  • Refine the BCBS 239 compliance methodology and execution framework, including an ongoing continuous improvement capability
  • Define a clear operating model between the three lines of defense
  • Provide leadership and direction to cross-functional teams to ensure alignment with regulatory standards
  • Serve as a subject matter expert on BCBS 239 principles and best practices
  • Ensure the organization meets all BCBS 239 requirements and other relevant regulatory obligations. Requires strong understanding of BCBS 239 standards for risk reports
  • Regularly liaise with regulatory bodies and internal audit teams to maintain compliance
  • Develop and implement policies and procedures to support data governance and quality
  • Drive improvements in data quality and risk reporting processes
  • Collaborate with senior management and other stakeholders to integrate risk data insights into strategic decision-making
  • Communicate complex risk data concepts effectively to non-technical stakeholders
  • Build and manage a high-performing team of risk data professionals
  • Provide mentorship and professional development opportunities to team members

Skills and Qualifications:
  • 15+ years of relevant experience including leading a data governance function or supporting function in a large global organization
  • Strong understanding of BCBS 239 Heightened Standards, data governance, data quality management, and data risk management principles
  • Proven track record of leading large-scale data management projects, preferably related to BCBS 239 compliance
  • Strong understanding of regulatory requirements and best practices in risk data aggregation and reporting
  • Culture awareness and emotional intelligence
  • High level of professionalism, ethics, self-motivation and sense of urgency
  • An ability to interface with senior leaders, Executive Management and Board level
