Job description

This senior-level position serves as a trusted advisor to federal leadership, providing expertise in IT portfolio management, investment planning, governance, budgeting, business analysis, and strategic decision support.

Work Location: On-site in Arlington, VA.

Basic Required Qualifications and Skills: Note: These are mandatory items that all candidates must have when submitting an application to IMC for this position.   • Bachelor's degree in Information Technology, Engineering, Business, Management Information Systems, or related field.
  • Minimum 12 years of professional experience supporting federal IT programs, strategic initiatives, consulting engagements, or related functions.
  • Minimum 7 years of experience supporting IT organizations, IT operations, cybersecurity, enterprise systems, software development, cloud services, or infrastructure environments.
  • Knowledge of:
    • IT Investment Management (ITIM)

  • Executive Leadership & Strategic Support
    • Provide analytical and advisory support to senior USMS leadership, including executive briefings, decision support materials, white papers, presentations, and ad hoc data calls.
    • Develop recommendations regarding IT investments, modernization initiatives, portfolio priorities, and resource allocations.
    • Support governance boards, executive councils, investment review boards, and strategic planning activities.
    • Coordinate cross-functional initiatives involving infrastructure, cybersecurity, enterprise applications, service delivery, and emerging technologies.
  • IT Investment Management (ITIM) & Portfolio Management
    • Lead the evaluation and prioritization of IT investment requests through the USMS IT Investment Management (ITIM) process.
    • Conduct Business Case Analyses (BCA), Business Process Analyses (BPA), Cost-Benefit Analyses, and Analyses of Alternatives (AoA).
    • Assess business value, technical viability, risk, cost, and operational impact of proposed IT initiatives.
    • Collaborate with business stakeholders, end users, and technical SMEs to define requirements and identify optimal solutions.
    • Support the onboarding of new technologies and modernization initiatives.
    • Maintain governance frameworks, policies, and procedures supporting IT investment decisions.
  • Capital Planning & Budget Support
    • Support Capital Planning and Investment Control (CPIC) activities.
    • Assist with development of IT budget requests, operating plans, investment planning documentation, and resource forecasting.
    • Perform cost modeling and budget analysis supporting IT projects, services, and technology investments.
    • Provide input supporting Department of Justice (DOJ) budget submissions and recurring agency data calls.
    • Analyze spending trends and recommend opportunities to eliminate duplicative investments, increase efficiency, and improve return on investment.
  • Program, Project & Governance Support
    • Develop and maintain PMO artifacts including project status reports, dashboards, risk registers, action item trackers, and executive reports.
    • Support governance boards, Change Control Boards (CCB), and review processes to ensure alignment with organizational objectives.
    • Conduct impact analyses and develop recommendations for proposed changes affecting enterprise systems and services.
    • Coordinate activities across multiple projects, workstreams, stakeholders, vendors, and contractors.
  • Business Analysis & Process Improvement
    • Conduct requirements elicitation sessions and facilitate stakeholder workshops.
    • Develop business requirements, process maps, use cases, workflows, and support documentation.
    • Identify opportunities for business process improvement and operational efficiencies.
    • Support organizational change management efforts and modernization initiatives.
  • Federal Compliance & Technical Advisory Support
    • Support compliance efforts related to federal IT governance and security frameworks, including FISMA, NIST 800-53, FIPS 199, and related federal guidance.
    • Review and provide feedback on ATO documentation, POA&Ms, SSP inputs, and security-related deliverables.
    • Provide portfolio management support involving cloud services, enterprise architecture, networking, infrastructure, cybersecurity, and COTS technologies.
    • Maintain awareness of FedRAMP requirements, acquisition processes, and federal technology modernization initiatives.
  • Data Analytics & Reporting
    • Develop dashboards, KPIs, metrics, executive reports, and data visualizations using Excel, Power BI, and related tools.
    • Analyze portfolio performance, project status, investment data, budget information, and operational metrics.
    • Present findings and recommendations to technical and non-technical audiences, including senior leadership.
  • SharePoint & Knowledge Management
    • Administer SharePoint sites, libraries, document repositories, and governance artifacts.
    • Manage enterprise documentation and maintain version-controlled records.
    • Ensure project and portfolio information remains current, organized, and accessible.
