POSITION SUMMARY:The Big Valley Tribal Court Manager is responsible for the management and administration of tribal court operations (Adult Healing to Wellness Court and Juvenile Healing to Wellness Court), programs, and services including financial and budget services, strategic and operational planning, information technology, and communications. The Court Manager serves as lead administrator working closely with the Tribal Court Judge, Case Manager, Healing to Wellness Court Team, Advisory Team, Tribal Police, Social Services, Education, Housing, and other court staff as hired. In addition, the Court Manager is responsible for the supervision and management of all court staff, preparing the court budget, tracking court expenses and revenues, organizing court processes, maintaining court records, maintaining court security, ensuring court procedures are followed, and creating court reports. The Court Manager is also responsible for helping to secure future funding for court programs. The Court Manager is under the supervision of the Big Valley Tribal Administrator.ESSENTIAL FUNCTIONS:Act as a liaison within the Valley Court System and with other governmental agencies to coordinate court services.Oversee development opportunities, including tribal funds, grants, contributions, and other funding sources, and ensure compliance with all funding requirements, including administration of court grants.Maintain tribal regulations derived from tribal ordinances and resolutions and monitor federal laws and U.S. Supreme Court opinions that may impact the court.Develop, prepare, and administer contracts, grants, and intergovernmental agreements.Supervise case flow, security and facility management, intergovernmental relations, and information technology management.Establish structured procedures and processes for court rules and filing requirements.Draft, edit, format, and submit reports to the Tribal Council, Project Team, Advisory Committee, community committees, and funding agencies.Monitor the effectiveness of court operations, identify issues, and recommend and implement procedural and administrative improvements.Ensure the physical security of court records and facilities through appropriate measures.Analyze case activity, including trends in case processing, disbursement, and collections.Plan, develop, and implement short- and long-term goals and objectives, evaluating new service delivery techniques to support strategic planning.Serve as a liaison with local, county, and state agencies.Establish sound financial controls, organize budgets, and authorize and monitor expenditures.Assist in planning, developing, and implementing revisions or additions to tribal laws.Develop policies and procedures in consultation with senior management to ensure efficient operations.Oversee fiscal activities to ensure proper accounting controls and review and approve expenditures.Manage staffing, including hiring, counseling, discipline, and termination; prepare periodic employee performance evaluations.Oversee and direct information technology to enhance court efficiency; manage website development, maintenance, and support.Handle administrative matters, including preparing reports and correspondence, developing and administering training, and supporting staff development.Attend and/or conduct HWC Team and Advisory Board meetings, as well as other meetings and conferences to exchange information and enhance professional skills.Report to the Tribal Administrator with financial, status, and update reports.Create policies, court manuals, reports, memorandums, and other required documents as directed by the Tribal Administrator.Maintain all evidentiary materials, transcripts, and records of testimony filed with the court.Account for fines, property, and other assets taken into court custody, when applicable.Ensure security for files, documents, and materials in court custody, following instructions from Judges of the Tribal Court.EDUCATION:High school Diploma or equivalent is required. Associate or Bachelor’s Degree in criminal justice, court administration, business or public administration, or a related field is preferred.EXPEREINCE:Minimum of two (2) years of professional level management experience, including two (2) years of budget administration or any combination of training and/or experience that could likely provide the desired knowledge and abilities is required. Experience working with federally recognized Tribal governments and/or being a member of Native American Tribe preferred. Experience working in a courtroom is preferred.SKILLSMust possess excellent oral and written communication skills.Must be capable of maintaining confidentiality.Must be proficient in use of computers and software such as, but not limited to, MS Word, Outlook, and Excel.Must be able to perform duties with minimal supervision #J-18808-Ljbffr
