Position Summary ANSER is seeking an Energy Storage and Battery Industrial Base Analyst to support the Industrial Base Analysis and Sustainment (IBAS) program within the Office of the Assistant Secretary of War for Industrial Base Policy (IBP). In this role, you will provide technical, strategic, and programmatic expertise to strengthen the U.S. industrial base for advanced battery technologies and energy storage systems by evaluating manufacturing capabilities, supply chain resilience, and emerging technologies that support defense modernization and national security objectives. This position may be based at ANSER Headquarters in Arlington, VA, the Mark Center in Alexandria, VA, or via telework within the National Capital Region. This position is contingent upon contract award. Day-to-Day Responsibilities * Assess the U.S. and allied industrial base for lithium-ion, solid-state, sodium-ion, and next-generation battery technologies. * Evaluate supply chains for critical battery materials, including lithium, graphite, nickel, cobalt, manganese, rare earth elements, and other strategic minerals. * Identify manufacturing capability gaps and recommend investments to strengthen domestic production capacity and supply chain resilience. * Support the development and execution of Industrial Base Analysis and Sustainment (IBAS), Defense Production Act (DPA), and other industrial base investment initiatives focused on battery manufacturing and energy storage. * Conduct market research, technology assessments, and industrial capability analyses to support strategic investment decisions. * Analyze risks associated with foreign sourcing, geopolitical dependencies, and critical material shortages affecting defense systems. * Coordinate with Government agencies, industry partners, national laboratories, and academia to advance battery technology and manufacturing initiatives. * Monitor emerging battery technologies, manufacturing innovations, recycling capabilities, workforce development needs, and energy storage trends. * Support budget development, project execution, and performance tracking for industrial base investments. * Prepare executive briefings, white papers, decision memoranda, official correspondence, and analytical products for senior leadership. * Respond to executive taskings and Requests for Information (RFIs), documenting meeting minutes and action items as required. * Conduct outreach activities, site visits, and strategic engagements while serving as a trusted technical advisor to Government leadership. Required Qualifications * Active SECRET security clearance with the ability to obtain and maintain a TOP SECRET clearance. * Bachelor's degree in Engineering, Materials Science, Chemistry, Physics, Industrial Engineering, Supply Chain Management, or a related field. * Minimum of three (3) years of relevant professional experience supporting DoD, defense acquisition, industrial base, manufacturing, or critical technology programs. * Minimum of three (3) years of hands-on experience in industrial manufacturing or research, development, test, and evaluation (RDT&E), including experience with manufacturing production site facilitation or product lifecycle management/engineering. * Knowledge of battery chemistry, energy storage technologies, advanced manufacturing processes, and domestic battery supply chains. * Direct experience supporting hardware development or sustainment within a U.S. Military Service, Major Command, Office of the Secretary of War-level organization, or industrial organization (Defense Industrial Base experience preferred). * Strong analytical, technical writing, and communication skills with the ability to present complex industrial base issues to senior leadership. * Proven ability to work effectively in a fast-paced, collaborative team environment. * Proficiency with Microsoft Office Suite, including Word, Excel, PowerPoint, and SharePoint. Preferred Qualifications * Master's degree in Engineering, Materials Science, Chemistry, Physics, Supply Chain Management, or a related technical discipline. * Experience supporting the Office of the Secretary of War, Military Services, or Defense Industrial Base programs. * Experience with battery technologies, energy storage systems, battery manufacturing, and advanced materials. * Knowledge of battery supply chains, critical minerals processing, and domestic manufacturing initiatives. * Familiarity with the Industrial Base Analysis and Sustainment (IBAS) program, Defense Production Act (DPA), Department of War, Department of Energy, and commercial energy storage initiatives. * Experience conducting industrial base assessments, technology evaluations, and strategic market analyses. * Experience with the Department of War acquisition lifecycle and the Planning, Programming, Budgeting, and Execution (PPBE) process. * Experience managing cross-functional projects involving Government, industry, and academia. * Experience briefing and advising senior military leaders, including Flag and General Officers. * Experience applying systems engineering, scientific analysis, and program analysis methodologies to advanced manufacturing and energy storage programs. * Project Management Professional (PMP), Certified Systems Engineering Professional (CSEP), DAWIA certification, or equivalent professional credential. * Lean Six Sigma Green Belt or higher with demonstrated process improvement experience.
